vate affairs, and that this is probably the last
Session of the Provincial Council which will
be opened by me. Looking to the public in-
terest, however, I deem it my duty to retain
office during the continuance of the present
Council, which, in the event of the Provincial
Council Enlargement Bill becoming law, will
be dissolved forthwith.
I need not say, that bound up as I have
been with the progress of the Province since
its commencement, at a time when the very
existence of the settlement depended greatly
upon individual sacrifice and exertion, and
anxious as I am to devote my undivided ener-
gies towards the completion of the great work
in which we are engaged, the work, namely,
of founding a State, where the careworn sons
of toil, who are crowded and jostled in the old
country, may find a home, in which the bless-
ings of civil and religious liberty, social peace,
happiness, and plenty, may be fully enjoyed
by all. I say that, with these aspirations it
need not be wondered at if I should retire
from the important sphere now occupied by
me, with regret—a regret which is only miti-
gated by the hope that there are no lack of
men among us ready to take the helm, and
competent, I trust, to steer the ship into that
port to which, if you are true to the trust
reposed in you, and to the policy which I have
indicated, the sole is now fairly bound.
Gentlemen—I now declare this Council
open for the despatch of business.

The Council cordially concurs with your
Honor in your expressions of congratulation
on the prosperous condition of the Province.
The various measures suggested for the ad-
vancement and continuance of that prosperity
will receive the most serious attention and
consideration of the Council when submitted
to it in detail.

appointed by his Honor the Superin-
tendent of the Province of Otago to preside
at a meeting of the Electors entitled to vote
for Members for the Town of Dunedin in the
Provincial Council of Otago, assembled on the
twentieth day of December 1860, at 12 o'clock
noon, at the Provincial Council Hall, Dunedin,
for the purpose of electing four persons to be
members of the Town Board of Dunedin,
hereby certify that the following persons were
duly elected by a majority of votes, viz.:—

Dunedin, hereby certify that WILLIAM
PHILLIPS, of Aberdeen, has this day submitted
to me his Diploma as a Surgeon, dated 13th
April 1858, from the Royal College of
Surgeons, Edinburgh; and also a Certificate
of same date from the Surgeons' Hall, Edin-
burgh, that he was examined in Midwifery
and found competent to practice it.
