most important road in the southern part of
the Province.

  1. The extension of the Northern Road
    from Oamaru to Waitaki River, as a necessary
    and desirable continuation of the Main North
    Trunk Line.

In reference to the effectual disbursement
of supplementary grants in aid of District
Roads, your Committee further recommends
that the whole disposal thereof be left to the
District Road Boards, on the actual collection
of the district contributions, and that in case
of disagreement on technical points a reference
shall be made to the Civil Engineer, whose
decision shall be final, and further, that this
condition shall be accepted before the grant
be made.

Your Committee is further of opinion that
it is not at present expedient to put a bridge
over the Lower Taieri, and that the sum of
Β£4000, placed on the Estimates for that pur-
pose, should be appropriated for making the
Road from Invercargill to the interior to Ryal
Bush.

In the absence of information respecting the
various sums applied for to be placed on the
Estimates for road purposes, your Committee
are unable to arrive at any decision.

STEAM.

  1. THAT the benefits to be derived by the
    Province from Coastal Steam Com-
    munication will not be fully realized unless
    advantage be taken of the means of transit
    offered by our inland rivers and lakes.

  2. That towards effecting this purpose, the
    Government be requested to adopt all neces-
    sary measures in accordance with the Super-
    intendent's Message, No. 2, and the Council
    pledge themselves to appropriate the necessary
    funds.

  3. That the foregoing Resolution be com-
    municated to his Honor the Superintendent,
    in reply to Message No. 2.

GRANTS OF MONEY.

THAT with a view to ensure sufficient
consideration of applications for Grants
of Public Money, the House is of opinion that,
except in special cases, no such applications be
entertained by the House, unless notice, ac-
companied by tracings, sketches, and other
necessary information, be furnished to the
Government one month previous to the sitting
of the Council.
