I have given my assent, on behalf of the Governor, to the following Ordinances, viz:—

The Pastoral Districts Ordinance, 1859.
The Road Claims Ordinance, 1859.
The Appropriation Ordinance, 1859.

The following Bills, also passed by you, I have reserved for the signification of the Governor’s pleasure thereon, namely:—

Port Chalmers and Invercargill Town Boards Bill.
Town Roads and Streets Bill.
Provincial Council Enlargement Bill.
Maori Lodging Bill.
And also the Land Regulations.

You will doubtless have noted with satisfaction the progress made in the harmonious working of our constitutional Self-Government, in its varied machinery of Town Board and District Road Boards, and have appreciated the advantages of the face to face meetings in Council, whereby local interests can be properly blended with what is due to the Province in all its parts.

And, finally, it is to be noted of those Boards that, along with zeal and efficiency in their departments, there is also a faithful adherence to the understanding upon which the Land purchasers were exonerated to the extent of 30s. per acre on first payment—namely, that the money as required for the purposes to which the 30s. was originally destined should be raised by local assessment.

On returning to your constituencies I trust you will circulate your impressions and the information you have acquired by your meeting in Council, in order to the formation of a sound public opinion.

Having no further occasion to encroach upon your valuable time, I hereby notify to you that the Council stands prorogued.
