Sir,—I have been directed by His Excellency the Officer Administering the Government to inform your Honor that instructions have been sent to the Commissioner of Crown Lands at Otago to consult and act in accordance with the wishes of your Honor in every case respecting the sale of Crown Land in that Province.—I have the honor, &c.,

To His Honor the Superintendent
of the Province of Otago.

Sir,—We enclose herewith, for your Honor’s perusal, copy of a resolution passed by the Provincial Council at its last sitting, and also copy of a proposed amendment, which was rejected.

Before the resolution of the Council was adopted, Mr. Macandrew explained fully the measures which on the part of the Executive it was intended to bring forward during the present Session. He reiterated the policy embodied in your Honor’s speech on opening the Session, which has been responded to and approved of by the Council in its address in reply to that speech, which policy is now before the Council in the shape of various bills and resolutions, as follows:—

  1. An Ordinance to enlarge the number of members of the Provincial Council to 24 all.
  2. An Ordinance to provide for a new Electoral Roll, so as to suit the enlarged number of electoral districts into which it is proposed to divide the Province.
  3. An Ordinance to appoint an agency in the mother country, and to make provision for a continuous and regular system of immigration.
  4. An Ordinance to enable the Superintendent to raise money under certain conditions, for the purpose of promoting immigration.
  5. An Ordinance to provide for a due and efficient audit of the public accounts.
  6. An Address to your Honor, to the effect that you may be pleased to take the necessary steps to put bona fide occupants of land into immediate possession of the same, subject to their paying whatever price may ultimately be fixed upon before receiving their titles.
  7. A proposal to expend a sum of money in establishing a Normal Seminary and High School in Dunedin, and in providing the means of education throughout the Province.
  8. A proposal to expend a sum of money in the repairing and formation of roads and bridges throughout the Province, and in the re-surveying of road lines.
  9. A proposal to expend a sum of money in collecting statistical information throughout the Province.

The above measures were all on the table of the Council; and in addition to these he stated that the Provincial Solicitor was preparing a measure to provide for the alteration of street lines within the boundaries of the town of Dunedin.

These, with the exception of any other matters of urgent importance and necessity which might be pointed out, or present themselves, were all the measures which it was intended by your Honor to submit for legislation to the present Council.

With regard to the question of Waste Lands Regulations, Mr. Macandrew stated that it was proposed to consult the deliberate wishes of the people, by deferring its decision to a new and enlarged Council, representing the various districts throughout the Province, and elected expressly with a view to its dealing with that subject. It was intended to take the most prompt steps to get this Council convened at the earliest possible date.


RULES adopted by the Provincial Government of the Province of Otago for carrying the Resolution of the Provincial Council of 14th November, 1854, into effect.

  1. Applications for Land, in the form annexed, shall be lodged with the Provincial Surveyor.
  2. All such Applications shall be considered by the Superintendent and Executive Council, who shall issue such Deliverance thereon as they see fit.
  3. Intimation of such Deliverance shall be given to the Applicant, who, in the event of the Application being granted in whole or in part, shall deposit in the hands of the Provincial Treasurer £s. per acre, and grant obligation in terms of the Resolution of the Provincial Council, within 21 days from the date of the intimation.
  4. Upon such intimation a Certificate will be issued authorising the party to enter into possession upon the conditions specified in the Provincial Council’s Resolution.

To the Provincial Surveyor
of the Province of Otago.

In accordance with the Resolution of the Provincial Council, of date 14th November, 1854, on the subject of Waste Lands within the Otago Block or Hundreds, and the Rules issued thereon by the Provincial Government of date 24th November 1854, I hereby give you notice of my desire to acquire for immediate occupation the Lands described in the Schedule hereto annexed, on the terms and conditions set forth in the Resolution and Rules above referred to.

NOTICE TO HOLDERS OF LAND ORDERS.

ALL Persons holding Land Orders on which they have not yet acted by making selection of the Land are requested to take Notice that it will be necessary they forthwith proceed to make selection and intimate the same to the Commissioner of Crown Lands, who will communicate with the Superintendent of the Province, and receive his instructions before issuing certificates of the selection.
