- Interpretation—In this notice, unless the context requires otherwise:
Act means the Telecommunications (Interception Capability and Security) Act 2013.
ETSI means the European Telecommunications Standards Institute.
ETSI standard means a Technical Specification published by ETSI.
Any term not defined in this notice has the meaning given to it under the Act unless the context requires otherwise.

Explanatory note
This note is for explanatory purposes only.
This notice provides that a network operator or service provider who complies with the ETSI standards specified in this notice will comply with the obligations in sections 10(1)(c) and 24(3)(b)(iii) of the Act as they may apply to that network operator or service provider.

Notice Extending State of a Local Transition Period
Pursuant to section 94D of the Civil Defence Emergency Management Act 2002, I, Julie Howden, extend the local transition period over Kaikoura District owing to the 14 November 2016 earthquake.
This extension of the transition period:
a. Comes into force immediately before 1.00pm on 2 August 2017, which is when the current transition period ends;
b. is in force for 28 days; and
c. ends at 1.00pm on 30 August 2017, unless terminated or further extended earlier.

Designation: Elected member of territorial authority responsible for area (designated to act on behalf of the mayor if the mayor is absent).
