Notice of Direction to Appoint a Limited Statutory Manager for the Combined Board of Trustees for Kelston Deaf Education Centre (503) and Van Asch Deaf Education Centre (519)

Under section 78M of the Education Act 1989, with delegated authority from the Minister of Education, I hereby direct the appointment of a limited statutory manager for the Combined Board of Trustees for Kelston Deaf Education Centre (503) and Van Asch Deaf Education Centre (519) ("board").

The following functions, powers and duties of the board in relation to the Kelston Deaf Education Centre are to be vested in a limited statutory manager:
a. All functions, powers and duties of the board in relation to the Kelston Deaf Education Centre as an employer (whether statutory or otherwise);
b. all functions, powers and duties of the board in relation to the Kelston Deaf Education Centre in curriculum management including teaching and assessment practice (whether statutory or otherwise);
c. all functions, powers and duties of the board in relation to the Kelston Deaf Education Centre to establish policies and procedures (whether statutory or otherwise); and
d. all functions, powers and duties of the board in relation to the Kelston Deaf Education Centre to manage financial operations (whether statutory or otherwise).
The board will retain its primary duty of care as a person conducting a business or undertaking, under the Health and Safety at Work Act 2015, above and beyond all functions, powers and duties of this limited statutory manager.

This notice takes effect on the date of publication in the New Zealand Gazette.

Changes to the Secretary’s Instructions Issued Under Section 11G of the Education Act 1989

Pursuant to section 11G(2)(d) of the Education Act 1989 ("Act"), I hereby give notice of the following amendments to the Secretary’s Instructions issued under section 11G(1) of the Act:

The final date for lodging applications for pre-enrolment for the following year is amended from 15 October to 18 October in 2017 (for 2018 enrolments) and 2018 (for 2019 enrolments); and
a new clause prohibits the seeking of donations in respect of enrolment applications from out-of-zone students.

This notice shall come into force the day after its publication in the New Zealand Gazette.
