New Zealand Emissions Trading Scheme: Previously Withheld Final Allocations for Eligible Activities
Publication of allocations to eligible industry persons is required by section 86B(5) of the Climate Change Response Act 2002 (CCRA). However, in accordance with section 86B(6)(b), the Chief Executive of the Environmental Protection Authority (EPA) is not required to publish the final allocation of an eligible person for an eligible activity in respect of a year, if the Chief Executive considers that publishing that information would be likely to prejudice unreasonably the commercial position of the eligible person who received the allocation.
A small number of allocation decisions relating to the 2010 and 2011 allocation years were withheld as it was unclear whether publication would unreasonably prejudice the commercial position of some applicants.
The risk of commercial prejudice has been removed with the passage of time and in the interests of transparency and completeness of disclosure, it is now considered by the EPA that this information should be made public.
These New Zealand Units (NZUs) have been allocated to eligible persons to protect their competitiveness against producers that do not face equivalent costs for emissions. The NZUs allocated under these decisions were transferred to the respective New Zealand Emissions Unit Register (NZEUR) holding accounts in 2010 or 2011 as listed.
