7. Ministerial direction in relation to debt deduction notices consequentially revoked

Revoke the direction given by the Minister of Social Welfare on 12 July 1993 in relation to the issue of debt deduction notices under section 86A of the Act.

Explanatory Note

This note is not part of the direction but is intended to indicate its general effect.

This direction by the Minister of Social Development identifies relevant considerations for determining the rate and method of recovery of debts referred to in section 85A of the Social Security Act 1964. It also identifies relevant circumstances in which the department may defer temporarily the recovery of debts referred to in section 85A of the Social Security Act 1964.

It also identifies relevant considerations for determining the rate and method of recovery and whether to defer temporarily the recovery of debts of the kind set out in section 85A(c) or (d) of the Act (debts in respect of any advance payment of a benefit or recoverable assistance under any welfare programme).

Clause 6 replaces the Ministerial direction in relation to the issue of deduction notices and is to the same general effect.

Clause 7 consequentially revokes that direction.

This direction comes into force on 7 July 2014.

Notice of Variation of a Scheduled International Air Service Licence

Pursuant to sections 41(1) and 42 of the State Sector Act 1988, section 87Q(4) of the Civil Aviation Act 1990, and a delegation from the Secretary for Transport dated 10 September 2013, I hereby give notice that the Secretary for Transport has varied the terms of the Scheduled International Air Service Licence issued to China Southern Airlines to authorise the airline to increase its operating capacity from 10 to 14 return services per week with any aircraft type.

The variation took effect on 23 June 2014.

Notice of the Electricity Industry Participation Code Amendment (Extended Reserve) 2014

1. Pursuant to section 38(3)(b) of the Electricity Industry Act 2010 (“Act”), the Electricity Authority (“Authority”)
   gives notice of the making of the Electricity Industry Participation Code Amendment (Extended Reserve) 2014.

2. The amendment comes into force on 7 August 2014, except clauses 10–15 and 24–33, which come into force on 24 March 2015.

3. The amendment significantly changes the manner in which the ability to drop large blocks of electrical load in response to extreme under-frequency events on the grid is managed (currently known as automatic under-frequency load shedding (AUFLS)). Specifically, the amendment:
