Tariff Concession Approvals, Withdrawals And Declines Notice (No. 20) 2014

I, Alan J Masters, Chief Customs Officer, Revenue and Assurance, New Zealand Customs Service, acting pursuant to section 8 of the Tariff Act 1988 under delegated authority hereby:

(a) In accordance with Part II of the Tariff approve in respect of the entry of goods listed in the First Schedule to this notice the rates of duty or exemptions from duty specified in that Schedule with effect from the first day of the month so specified.

Building materials of a kind used in the construction of a residential dwelling, as may be approved by the Minister and subject to such conditions as the Minister thinks fit:

The goods listed hereunder are approved under reference 94 which applies to Sections V to VII, IX, XII, XV to XVI, and XX of the Tariff of New Zealand:

Regardless of their composition, building materials of a kind used in the construction of a residential dwelling, the following:

(i) Foundations, including piles, cement base, steel reinforcing mesh and reinforcing steel bar.

(ii) Structural integrity, including trusses, framing and framing elements, supporting beams, bracing components and masonry.

(iii) External fabric, including roofing, cladding, rainwater systems, glass and glazing units, window and doors, frames, chimneys; and elements of these such as roofing underlay, flashings and building wrap.

(iv) Internal permanent fabric, including flooring, plasterboard and other wall and ceiling linings, stairs, internal doors, architraves and trim, glass bricks.

(v) Insulation, including ceiling, walls, under-floor, and insulation for hot water systems.

(vi) Fixing and sealing materials, including nails, screws, bolts, nailplates, hinges, adhesives, sealants and backer rods.

(vii) Builders' hardware, including locksets, passage sets, handles and door stops.

(viii) Plumbing elements, including pipes, pipe fittings, tapware, showers slides, roses and mixers, and hot water storage/water heating systems

Excluding:

  • External drainage and pipes
  • (ix) Electrical elements, including cable, switchboards, switches, powerpoints, telephone and light connections (e.g., fixture body and light socket, downlights where the lamp is an integral part of the fitting, but not including light bulbs, fluorescent tubes or the like, or light/lamp shades)
  • (x) Sanitary fixtures, including lavatory pans, flushing cisterns, hand basins, kitchen sinks, laundry tubs, showers and baths
  • (xi) Permanently fixed joinery, including kitchen cupboards, benchtops, cabinets and splashbacks
  • (xii) Paint, tanking and waterproofing products
  • (xiii) Plasterboard joint, stopping and finishing compounds

The inclusions mentioned above are examples of the type of building materials that are included and do not comprise a comprehensive list.

All of the above goods will be classified under the following chapters or headings of the Tariff of New Zealand. Examples of the types of goods are provided in brackets, but will need to be read alongside the description of the class of concessions and the list of exclusions below.

  • Headings 32.08 to 32.10 (paints, varnishes)
  • Heading 32.14 (sealants)
  • Heading 35.06 (glues, adhesives)
  • Headings 39.16, 39.17 to 39.22, 39.25, 39.26 (plastics, plastic gaskets and washers, plastic articles)
  • Heading 40.16 (rubber gaskets and washers)
  • Headings 44.03, 44.04, 44.07 to 44.13, 44.18, 44.21 (wood and articles of wood)
  • Headings 56.01 to 56.03 (textile insulation)
  • Headings 68.02, 68.03, 68.06 to 68.11, 68.14, 68.15 (building stone, plasterboard)
  • Headings 69.01 to 69.06, 69.10, 69.14 (bricks, roofing tiles)
  • Headings 70.07 to 70.08, 70.16, 70.19 (glass, glass bricks, fibreglass insulation)
  • Headings 72.08 to 72.17, 72.25 to 72.26, 73.03 to 73.08, 73.14, 73.17, 73.18, 73.24 to 73.26 (iron and steel products and articles)
  • Headings 74.11, 74.12, 74.15 (copper pipes, fittings, nails and screws)

  • Headings 85.16, 85.36, 85.37, 85.38, 85.44 (electric water heaters, electrical cables, switches, switchboards)
  • Headings 94.03, 94.06 (kitchen units, pre-fabricated houses)

EXCLUDED:

(1) Goods classified in Tariff headings that do not appear in the Tariff listing;

(2) Goods that are not permanent fixtures of a residential dwelling, for example, curtains and drapes;

(3) Appliances (such as stoves, rangehoods, hobs), floor coverings (such as carpets, vinyl and tiles), wall coverings such as wallpaper (but not paint), articles for heating, ventilation and air-conditioning (such as heat-pumps and heaters), smoke detectors, lamps and light fittings, lighting fittings, elevators, security systems, landscaping and decorative items and materials for outdoors, all tools including machine tools and hand tools.
