Public Notification of the Revised National Civil Defence Emergency Management Plan

Pursuant to the Civil Defence Emergency Management Act 2002, the Minister of Civil Defence gives the following notice.

Under section 41 of the Civil Defence Emergency Management Act 2002, I hereby give notice of the release of the revised National Civil Defence Emergency Management Plan for public consultation.

Excise and Excise-equivalent Duties Table (Alcoholic Beverages Indexation) Amendment Order 2014

Notice is hereby given of the making, pursuant to section 79 of the Customs and Excise Act 1996, of an order adjusting the excise and excise-equivalent duties on alcoholic beverages.

Notice

  1. Title—This order is the Excise and Excise-equivalent Duties Table (Alcoholic Beverages Indexation) Amendment Order 2014.

  2. Commencement—The order shall come into force on 1 July 2014.

  3. Effect of Order—This order adjusts the excise and excise-equivalent duties on alcoholic beverages to reflect the movement in the Consumers Price Index (excluding credit services) over the 12-month period ending on 31 March 2014.

  4. Availability—A copy of this Regulation can be viewed at the New Zealand Customs Service website www.customs.govt.nz or ordered by mail from

Description of the Revised Plan

The National Civil Defence Emergency Management Plan (“the Plan”) sets out the hazards and risks to be managed at the national level, and the civil defence emergency management necessary to manage those hazards and risks. It also sets out the roles and responsibilities of central government, Civil Defence Emergency Management Groups and other agencies such as lifeline utilities, emergency services and non-government organisations.

The Plan has been in force since 1 July 2006. Under section 46 of the Civil Defence Emergency Management Act 2002, the Minister of Civil Defence must review the Plan every five years. The review commenced in 2010, and determined that, overall, the Plan was adequate, but a number of aspects could be improved.

The review was halted at the time of the 22 February 2011 Christchurch earthquake to enable government to focus on the response to the earthquake and for reviews of the response to be carried out. The Plan has been revised to incorporate recommendations from the reviews, as well as advancements in national civil defence emergency management planning arrangements.

The Minister of Civil Defence welcomes written submissions from any person on the revised National Civil Defence Emergency Management Plan.

Submissions should state which parts of the revised Plan are supported or opposed and the reasons for the support or opposition. Submissions may recommend specific alternatives to the provisions in the revised Plan.
