New Zealand Transport Agency (Speed Limits on State Highways) Amendment Bylaw 2014/2

Pursuant to section 61(3) of the Government Roading Powers Act 1989, section 22AB of the Land Transport Act 1998 and the Land Transport Rule: Setting of Speed Limits 2003, the NZ Transport Agency hereby makes the following bylaw.

Bylaw

  1. Title and commencement—This bylaw may be cited as the New Zealand Transport Agency (Speed Limits on State Highways) Amendment Bylaw 2014/2 and will come into force 28 days after the date of publication of this notice in the New Zealand Gazette.

  2. Amendment—The New Zealand Transport Agency (Speed Limits on State Highways) Bylaw 2010/10* is hereby amended by:

    • Amending line 62 in Schedule 1 to read:
      "Line No.: 62
      Region: 2
      SH No.: 1
      Locality: Dome Valley
      Section of State Highway: From 255m north of Wayby Road to 200m south of L Phillips Road.
      Speed limit (km/h): 80
      New Zealand Gazette Reference: 1/5/2014, No 44, page 1296"

    • Inserting line 503A in Schedule 1 to read:
      "Line No.: 503A
      Region: 5
      SH No.: 2
      Locality: Makaraka, Gisborne
      Section of State Highway: From 700m west of the intersection between Main Road and Makaraka Road to 270m west of SH35 (Awapuni Road).
      Speed limit (km/h): 80
      New Zealand Gazette Reference: 1/5/2014, No 44, page 1296"

    • Inserting line 521B in Schedule 1 to read:
      "Line No.: 521B
      Region: 6
      SH No.: 2
      Locality: Pukehou School, Otane.
      Section of State Highway: From 640m north of College Road to 60m north of College Street.
      Speed limit (km/h): See Schedule 2
      New Zealand Gazette Reference: 1/5/2014, No 44, page 1296"

    • Inserting new line in Schedule 2 to read:
      *"Section of State Highway: The section of State Highway 2 at Pukehou School, Otane, from 640m north of College Road to 60m north of College Street.

      Speed limit: Any time during any period specified in condition 3 of the Variable Speed Limits at Rural Intersections Notice when a variable speed limit sign installed on the section of State highway displays the numerals “70”, the speed limit is 70km/h. At all other times the speed limit is 100km/h."*

  3. Authority to make bylaw—This bylaw was made by the Chief Advisor (Professional Services), Highways and Network Operations, under delegated authority of the NZ Transport Agency.

Land Transport Act 1998

Land Transport Rules

In accordance with section 161(2) of the Land Transport Act 1998, the NZ Transport Agency, on behalf of the Minister of Transport, gives notice of the Minister’s intention to make a Rule that will amend the Land Transport (Driver Licensing) Rule 1999, and advises that the draft Land Transport (Driver Licensing) Amendment Rule 2014 is available for public comment.

The proposed amendment Rule would introduce five-year time limits for learner and restricted Class 1 (car) and Class 6 (motorcycle) driver licences, strengthen the evidence-of-identity requirements for driver licensing applicants, and enable driver licensing and testing transactions to be conducted online.

A copy of the draft amendment Rule and accompanying overview material may be obtained by calling the NZ Transport Agency Contact Centre on freephone 0800 822 422 and is available, together with questions and answers, on the website at www.nzta.govt.nz/consultation/driver-licensing-amendment-2014/index.html.

The consultation material is also available for viewing at the NZ Transport Agency’s National Office and regional offices.

Groups and individuals who have registered their interest have been advised of the availability of the draft amendment Rule for comment.

Submissions close at 5.00pm on 28 May 2014.
