Notice of Approval Given Pursuant to Section 160(3) of the Crown Entities Act 2004

Pursuant to section 160(3) of the Crown Entities Act 2004, I, Adam Wood, Acting Treasury Solicitor, hereby give notice that on 7 February 2014, The Honourable Simon William English, Minister of Finance, and The Honourable Hekia Parata, Minister of Education, gave approval under section 160(1)(b) of the Crown Entities Act 2004, for Westlake Boys’ High School Board of Trustees (“the Board”) to borrow up to $2.0 million from ASB Bank Limited for a term of up to 10 years, allowing the Board to exceed the 10% threshold on borrowing specified in Regulation 12(1) of the Crown Entities (Financial Powers) Regulations 2005.

Notice of Intention to Consider Varying a Scheduled International Air Service Licence

Pursuant to section 87J(3) of the Civil Aviation Act 1990, sections 41(1) and 42 of the State Sector Act 1988, and a delegation from the Secretary for Transport dated 10 September 2013, I give notice that having received an application from Air New Zealand Limited, the Minister of Transport intends to consider varying the scheduled international air service licence held by that airline in order to provide for:

  • capacity, on a non-stop basis, to Narita Airport to be as filed with and acknowledged by the Secretary for Transport; and
  • a third weekly service to Vanuatu.

Any person wishing to make representations to the Minister of Transport relating to this application must forward those representations in writing to reach me at the Ministry of Transport, PO Box 3175, Wellington 6140, on or before 28 March 2014.

The Commerce Commission (“Commission”) gives the following notice under Part 4 of the Commerce Act 1986 (“Act”).

Notice

  1. Title—This notice is the Transpower Information Disclosure Determination 2014, NZCC 5 Notice 2014.

  2. Transpower Information Disclosure Determination 2014—(1) On 28 February 2014, the Commission made the Transpower Information Disclosure Determination 2014, NZCC 5 (“Determination”).

(2) The Determination sets out the information disclosure requirements that will apply to Transpower’s supply of electricity lines services as defined in section 54C of the Act. The Determination is made under section 53C of the Act.

(3) In accordance with section 52P(7)(b) of the Act, this notice is published as a summary of the Determination.

  1. Summary—(1) The Determination sets out the information disclosure requirements that will apply to Transpower.

(2) The Determination comes into force on 1 July 2014 and supersedes the Electricity Information Disclosure Requirements 2004.

(3) The information disclosure requirements have been developed following a consultation process with Transpower and other interested parties.

(4) Transpower will disclose information in the following three categories:

(a) Financial information.

(b) Grid management information.

(c) System operator information.

(5) The information will primarily be disclosed in two of Transpower’s existing reports:

(a) The Annual Regulatory Report.

(b) The Integrated Transmission Plan.

(6) Financial disclosures include information on financial performance, revenue and expenditure for Transpower’s transmission lines services.

(7) Grid management disclosures include information on quality performance, asset management and grid composition.

(8) System operator disclosures include financial performance, revenue and expenditure for Transpower’s system operator function.
