Notification of Amendment to Input Methodologies for Electricity Lines Services

The Commerce Commission (“Commission”) has amended the input methodologies applicable to electricity lines services, including those supplied by Transpower, under Part 4 of the Commerce Act 1986.

The amended input methodologies are:

Electricity Distribution Services Input Methodologies Determination 2012, [2012] NZCC 26*
Transpower Input Methodologies Determination [2012] NZCC 17†.

The amendment is set out in the Electricity Lines Services Input Methodologies Determination Amendment 2014 [2014] NZCC 24, and will apply to determinations of the weighted average cost of capital for Transpower’s individual price-quality path and the default price-quality path reset for electricity distributors.

The Commission has changed the date by which the Commission must determine estimates for the weighted average the cost of capital that will apply for determinations of the default price-quality path for electricity distributors and the individual price-quality path for Transpower New Zealand Limited.

The dates have been changed from 30 September to 31 October for the 2014 year only.

This change is being made to provide additional time to allow the Commission to complete the section 52V process on the appropriate percentile estimate of the weighted average cost of capital that will apply for determinations of the default price-quality path for electricity distributors and the individual price-quality path for Transpower New Zealand Limited.
