Approval for Rural Assistance Under Special Needs Grants Programme
Under clauses 18.2 and 18.6 of the Special Needs Grants Programme, as established and approved on 18 December 1998* under section 124(1)(d) of the Social Security Act 1964 (the programme), I give my approval for Part 6 of the programme to apply as follows:
Rural Assistance – Farmers

Farmers in the affected areas whose primary industries are directly affected by drought are eligible to be considered for financial assistance under Part 6 of the programme.

In relation to such farmers, Part 6 of the programme applies for the period beginning on 6 March 2013 (being the date on which the Minister for Primary Industries declared an adverse climatic event) and ending with the close of 30 September 2013, unless further extended by the Minister.

In this approval, affected areas means:
(a) the territories of the following local authorities:
(i) Thames-Coromandel District Council;
(ii) Hauraki District Council;
(iii) Waikato District Council;
(iv) Matamata-Piako District Council;
(v) Waipa District Council;
(vi) South Waikato District Council;
(vii) Otorohanga District Council;
(viii) Western Bay of Plenty District Council;
(ix) Opotiki District Council;
(x) Whakatane District Council;
(xi) Rotorua District Council;
(xii) Kawerau District Council;
(xiii) Wairoa District Council;
(xiv) Hastings District Council;
(xv) Tauranga City Council;
(xvi) Napier City Council;
(xvii) Central Hawke’s Bay District Council;
(xviii) Waitomo District Council; and
(xix) Taupo District Council.
(b) the local board areas of the following local boards (as those terms are defined in the Local Government (Auckland Council) Act 2009) of the Auckland Council:
(i) Waitakere Ranges Local Board;
(ii) Henderson-Massey Local Board;
(iii) Whau Local Board;
(iv) Puketapapa Local Board;
(v) Albert-Eden Local Board;
(vi) Waitemata Local Board;
(vii) Orakei Local Board;
(viii) Maungakiekie-Tamaki Local Board;
(ix) Howick Local Board;
(x) Otara-Papatoetoe Local Board;
(xi) Mangere-Otahuhu Local Board;
(xii) Manurewa Local Board;
