Customs and Excise (Rules of Origin for ANZTEC Goods) Amendment Regulations 2013
Pursuant to section 287D(1)(d) of the Customs and Excise Act 1996 (“the Act”), notice is hereby given of the making of Regulations under the Act that incorporate by reference certain provisions of the Agreement between New Zealand and the Separate Customs Territory of Taiwan, Penghu, Kinmen, and Matsu on Economic Cooperation.

Title—The Regulations are the Customs and Excise (Rules of Origin for ANZTEC Goods) Amendment Regulations 2013.

Commencement—The Regulations were made on 11 November 2013 and shall come into force on 1 December 2013.

Effect of Regulations—The Regulations prescribe the rules of origin and product specific rules for goods imported from the Separate Customs Territory of Taiwan, Penghu, Kinmen, and Matsu.
The Regulations incorporate by reference the rules of origin, the product specific rules and the headnote to Annex 2 of the Agreement between New Zealand and the Separate Customs Territory of Taiwan, Penghu, Kinmen, and Matsu on Economic Cooperation done at Wellington on 10 July 2013.
The following provisions are incorporated by reference:
(a) Chapter 3 (which deals with rules of origin);
(b) Annex 2 (which deals with product specific rules); and
(c) the headnote to Annex 2. -
Availability—A copy of the provisions incorporated by reference is available for:

Pursuant to section 7F(1)(d) of the Tariff Act 1988 (“the Act”), notice is hereby given of the making of an Order in Council under the Act, that incorporates by reference certain provisions of the Agreement between New Zealand and the Separate Customs Territory of Taiwan, Penghu, Kinmen, and Matsu on Economic Cooperation.

Title—The Order in Council is the Tariff (ANZTEC) Amendment Order 2013.

Commencement—The Order in Council was made on 11 November 2013 and shall come into force on 1 December 2013.

Effect of the Order in Council—The Order in Council amends the Tariff so that it indicates in the column headed Preferential Tariff the new rates of duty on imports of goods which are the produce or manufacture of the Separate Customs Territory of Taiwan, Penghu, Kinmen, and Matsu.
The Order in Council incorporates by reference the new rates of duty specified on pages 4 to 264 (Part A of Annex 1) of the Agreement between New Zealand and the Separate Customs Territory of Taiwan, Penghu, Kinmen, and Matsu on Economic Cooperation done at Wellington on 10 July 2013.

Under section 78M(6) of the Education Act 1989, the Deputy Secretary, Sector Enablement and Support, Ministry of Education, acting under delegated authority, amends the notice (as published in the New Zealand Gazette, 8 November 2012, No. 134, page 3859), which specified the functions, powers and duties of a limited statutory manager for the board of trustees of Te Kura Kaupapa Māori o Ōtepoti, by this notice.
