Pursuant to sections 21 and 22 of the Canterbury Earthquake Recovery Act 2011, the Minister for Canterbury Earthquake Recovery gives the following notice.
Notice

Title—This notice is the Christchurch Central Recovery Plan – An Accessible City Commencement Notice.

Replacement—Following a review of the Chapter known as “An Accessible City” (pages 89 to 94 inclusive of the Christchurch Central Recovery Plan issued on 31 July 2012), it has been decided to replace that Chapter with an addendum, also known as “An Accessible City”.

Commencement—The replacement addendum is issued and comes into effect on 31 October 2013.

Inspection—The addendum “An Accessible City” is available on the Christchurch Central Development Unit’s website
www.ccdu.govt.nz
Reference copies of the addendum “An Accessible City” are available at the Canterbury Earthquake Recovery Authority’s office at Level 8, HSBC Tower, 62 Worcester Boulevard, Christchurch, and libraries and service centres in the district of the Christchurch City Council.

Customs and Excise Act 1996
Customs and Excise (Rules of Origin—Harmonised System) Amendment Regulations 2013
Pursuant to section 287D of the Customs and Excise Act 1996, notice is hereby given of the making of a list which sets out the manner in which the Product Specific Rules in the New Zealand-Hong Kong, China Closer Economic Partnership Agreement 2010 are to be read. The list is incorporated by reference pursuant to Regulation 51ZZ(3) of the Customs and Excise (Rules of Origin—Harmonised System) Amendment Regulations 2013.
Notice
- Title—The list of amendments sets out the manner in which the Product Specific Rules at Annex 5 of the New Zealand-Hong Kong, China Closer Economic Partnership are to be read.
The Regulations are the Customs and Excise (Rules of Origin—Harmonised System) Amendment Regulations 2013.
- Commencement—The Regulations were made on 23 September 2013 and came into force on 24 October 2013.
The list was published on, and came into effect on 24 October 2013.
- Effect of Regulations—The Regulations update the product specific rules of origin relating to certain parties with which New Zealand has free trade agreements, including Hong Kong, China.
The Regulations require the Chief Executive of Customs to make a list which sets out the manner in which the documents incorporated by reference in Regulation 51ZZ(1) of the Customs and Excise Regulations 1996 are to be read, in order to align them with the International Convention on the Harmonised Commodity Description and Coding System in force in respect of New Zealand as at 1 January 2012.
- Availability—A copy of the provisions incorporated by reference and the list published by the Chief Executive of Customs, which sets out the manner in which they are to be read, may be:
(a) inspected free of charge at the following places:

Christchurch: The Customhouse, 6 Orchard Road, Christchurch Airport.
