Land Transport Rule: Traffic Control Devices 2004

Temporary Road Markings Trial

Pursuant to subclause 3.4(1) of Land Transport Rule: Traffic Control Devices 2004 (the Rule) and a delegation from the NZ Transport Agency, I, Glenn Bunting, Network Manager, authorise the installation and maintenance of temporary, orange road markings:

(a) for the purpose described in Schedule 1;

(b) in the form and layout, set out in Schedule 2;

(c) at the locations stated in Schedule 3;

(d) for the period specified in Schedule 4; and

(e) subject to the conditions in Schedule 5.

Temporary, orange road markings may be installed for the purpose of evaluating their use and the trial will be called the "Temporary road markings trial".

Schedule 1—Purpose of trial

The purpose of the trial is to:

(a) evaluate the effectiveness and safety of temporary, orange road markings, which are used at road works as an alternative to white or yellow road markings specified in 7.2(2)(a), 7.3(2), 7.5(2)(a) or 7.11(b) of the Rule; and

(b) assess the effect on traffic and on drivers’ comprehension and reaction to temporary, orange road markings.

Schedule 2—Form and layout of temporary, orange road markings

Temporary, orange road markings:

(a) must be a minimum of 100mm wide;

(b) must be reflectorised orange;

(c) must be installed on both sides and along the entire length of a temporary lane in the form of:

(i) continuous lines where temporary markings diverge from or join permanent markings and where the alignment of the temporary lane requires additional delineation to guide drivers safely through the work site;

(ii) continuous or broken lines along sections of a temporary lane not described in Schedule 2(c)(i); and

(d) may have a raised audio tactile profile;

Schedule 3—Location

The locations approved for this trial are any road works site on State Highway 1, 16, 18, 20 or 20A in the greater Auckland area.

Schedule 4—Period of trial

The trial may begin after the publication of this notice and, unless terminated earlier, must end by 30 September 2015.

Schedule 5—Conditions and evaluation

(a) All permanent road markings must be removed or covered on the sections of road where temporary markings diverge from or join the permanent markings and on any other section of road where there is a likelihood of drivers being confused by the presence of both permanent and temporary markings, eg where permanent markings are within a temporary lane.

(b) Permanent markings may be covered with temporary tape which is designed for that purpose.

(c) The temporary, orange road markings must be maintained or replaced as necessary throughout the trial so that they remain fit for purpose for as long as the temporary markings are required.

(d) All temporary traffic management procedures must be followed, including the installation of temporary warning signs, but signs warning or advising drivers of a temporary road marking trial must not be installed.

(e) Temporary, orange road marking tape must be removed from the road surface at the completion of works at each trial site.

(f) An evaluation and analysis must be undertaken as outlined in the trial application documents received from the Auckland Motorways Alliance in July and August 2013. The evaluation must include driver perception surveys, analysis of compliance with orange temporary markings compared with white temporary markings and whether compliance is affected by light or weather conditions. The evaluation report should also include observations of driver behaviour, details of traffic volume, speed and crashes and an assessment of the utility and durability of temporary road marking tape.

(g) An interim evaluation report must be sent to me by 30 June 2014 and a final report by 31 December 2015.

Land Transport Rule: Vehicle Equipment 2004

Automotive LPG Fuel System Equipment – General Approval

Pursuant to clauses 2.6(4) and (5) of Land Transport Rule: Vehicle Equipment 2004, and under delegated authority, I, Hugh Cameron Matheson, Principal Engineer Vehicles, NZ Transport Agency, hereby approve the components listed in the Schedule hereto for inclusion in any LPG automotive fuel system installed and operated in accordance with the requirements of Australian/New Zealand Standard AS/NZS 1425.

Reference No. Description
AF L01 006 Any component, except LPG containers and the equipment directly attached to the container, that complies with UN/ECE Regulation No. 67 and UN/ECE Regulation No. 10, and is marked accordingly. The marking includes a circle surrounding the letter "E" followed by the distinguishing number of the country which has granted approval, and to the right of the circle the number of the Regulation.
