Fisheries (South Island Customary Fishing) Notice (No. 17) 2013 (Notice No. MPI 252)
Pursuant to Regulation 22 of the Fisheries (South Island Customary Fishing) Regulations 1999, the Acting Deputy Director-General Māori Primary Sector Partnerships at the Ministry for Primary Industries (acting pursuant to a delegated authority in accordance with section 41 of the State Sector Act 1988) gives the following notice.
Notice
- Title and commencement—(1) This notice may be cited as the Fisheries (South Island Customary Fishing) Notice (No. 17) 2013.
(2) This notice shall come into effect on 10 October 2013.
- Interpretation—(1) In this notice, “mātaitai reserve” means the mātaitai reserve at Waikawa Harbour notified in the Fisheries (Declaration of Mātaitai Reserve at Waikawa Harbour/Tumu Toka and Appointment of Tangata Tiaki/Kaitiaki) Notice 2008 (No. F458) (New Zealand Gazette, 11 September 2008, No. 138, page 3758).
(2) Other terms used in this notice have the same meaning as in the Fisheries (South Island Customary Fishing) Regulations 1999.

Nomination of Tangata Tiaki/Kaitiaki—Te Rūnanga o Awarua, representing the whānau and hapū of Ngāi Tahu Whānui holding manawhenua manamoana over the mātaitai reserve (as represented by Te Rūnanga o Ngāi Tahu), has nominated Stephanie Blair, Vincent Leith and Gail Thompson as Tangata Tiaki/Kaitiaki for managing customary food-gathering within the mātaitai reserve for further five-year terms.

Appointment of Tangata Tiaki/Kaitiaki—(1) On 18 September 2013, the Minister for Primary Industries appointed, under Regulation 22(3) of the Fisheries (South Island Customary Fishing) Regulations 1999, Stephanie Blair, Vincent Leith and Gail Thompson as Tangata Tiaki/Kaitiaki for managing customary food-gathering within the mātaitai reserve.
(2) The appointments described in clause 4(1) will expire on 9 October 2018.
- Power to authorise the taking of fisheries resources for customary food-gathering—Tangata Tiaki/Kaitiaki may authorise any individual to take fisheries resources managed under the Fisheries Act 1996, for customary food-gathering purposes from within the whole or any part of the mātaitai reserve. No customary food-gathering of fisheries resources may take place in the mātaitai reserve without an authorisation from a Tangata Tiaki/Kaitiaki.

Appointment of Tangata Tiaki/Kaitiaki—(1) On 21 September 2013, the Minister for Primary Industries appointed, under Regulation 9(5) of the Fisheries (South Island Customary Fishing) Regulations 1999, Michael Wayne Anglem, Gwen Bower, John Arthur Henry, Francese Irihapeti Waaka Home, Charles Louie Solomon Rehe, Kevin Russell-Reihana and Karl Russell as Tangata Tiaki/Kaitiaki for managing customary food-gathering in the area/rohe moana from the Pareora River to Whakatu (north of the Hakatere River). The area extends seaward to the limit of the South Island fisheries waters, being the 200-mile limit, as well as inland to boundaries defined for Te Rūnanga o Arowhenua in Te Rūnanga o Ngāi Tahu (Declaration Membership) Order 2001.
(2) The appointments described in clause 4(1) will expire on 16 October 2018.
