Partial Termination of Anti-dumping Duty: Wire Nails From the People’s Republic of China

Pursuant to section 14(7) of the Dumping and Countervailing Duties Act 1988 ("the Act"), I hereby give notice that I have, with effect from the date of this notice, terminated the anti-dumping duty on the types of wire nails from the People’s Republic of China described in the First Schedule to this notice.

The termination of this anti-dumping duty follows a review carried out by the Chief Executive of the Ministry of Economic Development, pursuant to section 14(8) of the Act, to examine whether the anti-dumping duty should continue to apply to certain types of wire nails.

Notice of the initiation of this review was published in the New Zealand Gazette, 12 April 2012, No. 41, page 1226.

Wire nails from the People’s Republic of China have been subject to anti-dumping duty imposed by the Minister of Commerce since 3 June 2011. The description of these goods is shown in the Second Schedule to this notice.

The effect of my decision to terminate the anti-dumping duty on the nails described in the First Schedule will be to add those nails to the list of nails excluded from the duty.

First Schedule

Description of Goods

  • Nail-in Plugs, consisting of an assembled steel nail and nylon sleeve; the nail having a round, flat or mushroom head and being plated with zinc or stainless steel.
  • Drive Pins, consisting of a two-part steel nail with a plastic sheath for use in a powder actuated tool.
  • Hammer Drive Anchors, consisting of a zinc galvanised steel expanding anchor comprised of a nail and a body.
  • Gib Braceline Nails, branded as GIB Braceline®, a hard drawn wire nail made up of a smooth shank pin and a concave washer head that has been silver zinc-plated and is intended for use in securing bracing plasterboard.

Second Schedule

Goods Originally Subject to Anti-dumping Duty
Country of Origin
The People’s Republic of China.

Description of Goods
Wire nails of iron or steel, bright (plain) and galvanised (coated), excluding wire nails that meet any of the following criteria:

  • those made of stainless steel;
  • those equal to or greater than 155mm in length;
  • those equal to or greater than 7mm in diameter;
  • those that are collated or for collation;
  • horseshoe nails.
