• all functions, powers and duties of the board to establish processes for planning and reporting and for the investigation and resolution of complaints to the board (whether statutory or otherwise).

A limited statutory manager must also advise the board on the following:

• Board management of financial operations; and
• consolidating all new and improved systems into board practice.
