Explanatory Note
This note is not part of the instrument, but is intended to indicate its general effect.
This instrument, which comes into effect on 1 April 2012, amends two Ministerial directions and a number of Ministerial welfare programmes under the Social Security Act 1964.
Clause 4 and Schedule 1 adjusts certain rates, standard costs, and limits to reflect a 1.77% increase in the New Zealand Consumers Price Index from the December 2010 quarter to the December 2011 quarter (calculated using the CPI All Groups excluding cigarettes and other tobacco products).
Clause 4 and Schedule 2 amend the:

Direction on Advance Payments of Benefits to limit the amount of any advance, or the total of any advance and any prior advances that have not been repaid, to the equivalent of instalments of the benefit payable to the beneficiary and the beneficiary’s spouse or partner (if any) over a 6-week period;

Home Help Programme to align the hourly rate with a 3.85% increase in the adult minimum wage;

Recoverable Assistance Programme, to limit the amount of any grant of special assistance under it, or the total of any grant and any prior grants that have not been repaid, to the equivalent of instalments of an invalid’s benefit that would be payable to the Applicant and the Applicant’s spouse or partner (if any) over a 6-week period;

Special Transfer Allowance Programme 2000 to adjust average regional rents to reflect movements in rentals.

Notice of Intention to Consider Issuing a Scheduled International Air Service Licence
Pursuant to section 87E(1) of the Civil Aviation Act 1990, sections 41(1) and 42 of the State Sector Act 1988, and a delegation from the Secretary for Transport dated 6 November 2007, I give notice that having received an application from Air New Zealand Limited, the Minister of Transport intends to consider issuing the airline a scheduled international air service licence (that would replace its current licence due to expire on 30 June 2012), and which would include enhanced route and capacity rights in respect of Japan. Further information is available from the Ministry of Transport.
