(3) The exemption should commence on the date of the operation to retrieve the tissue and continue for the period (not exceeding 12 weeks) in which you are satisfied the person is:
(a) convalescing from the operation; and
(b) not able to fulfil the person’s work-test obligations.”
- Training Incentive Allowance Programme amended—
(1) This clause amends the Training Incentive Allowance Programme (as established and approved on 30 November 1998).
(2) Revoke clause 5.2.1.

Explanatory Note
This note is not part of the programme, but is intended to indicate its general effect.
This instrument, which comes into effect on 15 October 2012, amends the Ministerial direction relating to assistance to live organ donors, and the Training Incentive Allowance welfare programme.
The direction is amended so that live organ donors who are work-tested domestic purposes beneficiaries and work-tested widow’s beneficiaries are to be granted an exemption from their work test obligations while they are convalescing from the operation to retrieve the tissue.
The amendment to the welfare programme revokes a restriction on granting assistance that has become obsolete with the abolition of the formal requirement to develop an employment plan.
These amendments are consequential to, or are a direct result of, the changes brought into effect on 15 October 2012 by Parts 3 and 4 of the Social Security (Youth Support and Work Focus) Amendment Act 2012.

Pursuant to section 36(3) of the New Zealand Railways Corporation Act 1981, I, The Honourable Steven Leonard Joyce, Acting Minister of Finance, after recommendation from the New Zealand Railways Corporation, hereby increase the capital of the New Zealand Railways Corporation from $1,467,446,246.00 to $1,492,446,246.00.
This notice comes into effect on the date of its publication in the New Zealand Gazette.

Authorised Access to Certain Names and Addresses Held on the Motor Vehicle Register
Pursuant to section 241 of the Land Transport Act 1998 (“the Act”), I authorise the following person, for the purpose and the term, and on the conditions stated below, to have access to the names and addresses of persons:
• who are currently registered in respect of a motor vehicle(s); and
• who have not instructed the Registrar of Motor Vehicles to withhold their details.

(b) The names and addresses are accessed only for a specified purpose;
(c) To access the Motor Vehicle Register, Guardian Risk Management Limited must hold a private investigator licence and Philip Dudley Roigard must hold a certificate of approval under the Private Security Personnel and Private Investigators Act 2010;
(d) The fees charged for the provision of the names and addresses from the Motor Vehicle Register are duly paid;
(e) Any identified instances of unauthorised access are immediately notified to the Secretary for Transport and the Privacy Commissioner;
(f) The names and addresses obtained under this authorisation shall not be disclosed to any third party unless such disclosure is necessarily incidental to achieving a specified purpose;
