Explanatory Note

This note is not part of the notice, but is intended to indicate its general effect.

This notice, which comes into force on the day after the date on which it is published in the New Zealand Gazette, amends the instrument appointing TOWER Employee Benefits Limited as a KiwiSaver Default Provider.

Land Transport Act 1998

Land Transport Rules

In accordance with section 161(2) of the Land Transport Act 1998, the NZ Transport Agency, on behalf of the Minister of Transport, gives notice of the Minister’s intention to make a Rule to amend Land Transport Rule: Vehicle Dimensions and Mass 2002 (the Rule).

The proposed amendment would replace the current paragraph (a) of the item "Auckland Motorways" in Schedule 7 of the Rule with:

"(a) Loads that exceed 4.25m in height are permitted to travel on State Highway 1 between Ramarama Interchange (Ararimu Road Underpass) and the southern end of the Auckland Southern Motorway."

The amendment would effectively restore the exception that applied prior to 1 April 2011 when Land Transport Rule: Vehicle Dimensions and Mass Amendment 2011 came into force and, at the same time, would remove the distinction between overdimension vehicles that exceed 4.7m in height and those that do not.

The exception is necessary because of the height restriction that applies on the adjacent Great South Road.

Industry Training Act 1992

Notice of Recognition for The Skills Organisation

Pursuant to section 5 of the Industry Training Act 1992, The Skills Organisation (previously recognised as the Electrotechnology Industry Training Organisation) has been granted recognition to set standards at Levels 1 to 8 on the New Zealand Qualifications Framework for the electrotechnology, telecommunications, security, offender management, contact centres, ambulance, financial services industry (excluding personal trust administration, family trust, education and funeral trust as administered by the Public Trust under the Public Trust Act 2001), real estate (including property management and body corporate services) and, pursuant to section 8 of the Industry Training Act 1992, provisional recognition from 1 October 2012 for the plumbing, gasfitting and drainlaying, concrete roofing, tiling, metal roofing and cladding manufacturing industries, until 1 December 2012.

Notice of Extension of Coverage for The Skills Organisation

Pursuant to section 8 of the Industry Training Act 1992, provisional recognition for The Skills Organisation (previously recognised as the Electrotechnology Industry Training Organisation) as an industry training organisation has been granted for a period effective from 1 August 2012 to 1 December 2012 to set standards at Levels 1 to 8 on the New Zealand Qualifications Framework for the following industries:

  • The Public Service as listed in the First Schedule to the State Sector Act; other organisations defined as departments for the purposes of the Public Finance Act 1989;
  • Offices of Parliament;
  • Crown Entities defined as Crown Agents, Autonomous Crown Entities, and Independent Crown Entities; and
  • the State-owned Enterprises Quotable Value Limited and AsureQuality Limited; and
  • the local government and civil defence industry.

Excluded from this coverage are:

  • State-owned Enterprises and Crown Companies except as specified as above;
  • Crown Entities which are direct providers of health services (including hospitals, health boards etc);
  • direct providers of education services (including schools and tertiary education institutions);
  • Crown Research Institutes; and
  • New Zealand Fire Service Commission and the Fire Service.
