Conditions

(a) The names and addresses are accessed only by Honda New Zealand Limited on its own behalf and solely for its own use;

(b) The names and addresses are accessed only for a specified purpose;

(c) The fees charged for the provision of the names and addresses from the Motor Vehicle Register are duly paid;

(d) Any identified instances of unauthorised access are immediately notified to the Secretary for Transport and the Privacy Commissioner;

(e) Before being permitted to access the Motor Vehicle Register under section 241 of the Act, all staff must receive training that emphasises that such access must only be for a specified purpose, and refresher training of all staff also must be undertaken at appropriate intervals;

(f) Access must be restricted solely to members of staff for whom authorised access is essential to achieving a specified purpose;

(g) The names and addresses obtained under this authorisation shall not be disclosed to any third party unless such disclosure is necessarily incidental to achieving a specified purpose;

(h) In respect of the second specified purpose, everyone contacted through names and addresses accessed under this authorisation must, at the first opportunity, be informed of their right to opt out under section 241(7)(b) of the Act, and also that they may request that Honda New Zealand Limited immediately remove them from its mailing list so that they will not receive any further marketing or market research-related correspondence; and

(i) Honda New Zealand Limited must comply with the standard Motochek terms and conditions, available at www.nzta.govt.nz/motocheck/docs/application-form.pdf

Authorised Access to Certain Names and Addresses Held on the Motor Vehicle Register

Pursuant to section 241 of the Land Transport Act 1998 (“the Act”), I authorise the following person, for the purpose and the term, and on the conditions stated below, to have access to the names and addresses of persons:

• who are currently registered in respect of a motor vehicle(s); and
• who have not instructed the Registrar of Motor Vehicles to withhold their details.

• Preparing evidence related to criminal offences.
• The detection and investigation of suspected fraud.
• Enforcing court orders and judgments.
• When acting as a contracted agent on behalf of government agencies with law enforcement functions, to assist in carrying out those functions. | From the date Northland Document Services 1990 Limited receives the final decision on its application to 30 June 2012 inclusive. |

Conditions

(a) The names and addresses are accessed only by Colin Hemming on behalf of Northland Document Services 1990 Limited and solely for Northland Document Services 1990 Limited’s own use;

(b) The names and addresses are accessed only for a specified purpose;

(c) To access the Motor Vehicle Register, Northland Document Services 1990 Limited must hold a private investigator licence and Colin Hemming must hold a certificate of approval under the Private Security Personnel and Private Investigators Act 2010;

(d) The fees charged for the provision of the names and addresses from the Motor Vehicle Register are duly paid;

(e) Any identified instances of unauthorised access are immediately notified to the Secretary for Transport and the Privacy Commissioner;

(f) The names and addresses obtained under this authorisation shall not be disclosed to any third party unless such disclosure is necessarily incidental to achieving a specified purpose;

(g) Before 30 June 2012, Northland Document Services 1990 Limited must provide the Secretary for Transport with a report providing details of the purpose and the date of each enquiry made in relation to the Motor Vehicle Register during the term of the authorisation; and
