Ngā Purapura o te Aroha, Waipa District, Te Awamutu, Establishment
Pursuant to sections 146 and 156 of the Education Act 1989, I hereby give the following notice:
Notice

This notice may be cited as Ngā Purapura o te Aroha, Establishment.

I hereby establish in the Waipa District of the Waikato Region, a Year 1–13 composite school called Ngā Purapura o te Aroha and designate the school as a special character school.

The school will operate in accordance with the seven essential areas of the New Zealand Curriculum.

The special characteristics of Ngā Purapura o te Aroha are:
- to empower each child’s potential – socially, academically, spiritually, so each may achieve in this modern world;
- to focus on te reo me ona tikanga with special emphasis being on the local tikanga (Tainui), providing full immersion learning for mainly Māori students;
- the curriculum will reflect the local kawa (protocols) and history of the Tainui waka;
- the whānau will undertake to educate their tamariki through te reo Māori total immersion as a medium of instruction with an emphasis on Tainui kawa and tikanga;
- to develop strong future direction for the kura through an informed and involved parent body;
- to ensure that all students have access to programmes that enable them to experience success to the best of their ability;
- to develop independent life-long learners who see problems as challenges, are willing to take risks and are able to set their own goals;
- to provide a foundation through a balanced curriculum with particular emphasis on literacy, numeracy and the essential life skills.
- Ngā Purapura o te Aroha will have a maximum roll of 120. It will enrol students in the following year levels:

Alternative Constitution for the Board of Trustees of Makoura College (243)
Pursuant to section 105A of the Education Act 1989 (“the Act”), I approve the following constitution for the Board of Trustees of Makoura College:
- The principal of the school;
- up to three trustees appointed by the Minister of Education;
- two parent representatives;
- a staff representative;
- a student representative; and
- up to two trustees either co-opted by the board or appointed by bodies corporate approved by the board for the purpose.
The constitution will operate as if sections 96, 97, 99, 101, 102, 104 and 105 of the Act apply where relevant.
This notice takes effect the day of its publication, apart from bullet point 5, above, relating to the student representative which will take effect on 1 October 2011.

Explanatory Notes
These explanatory notes are not part of the notice, but it is intended to indicate its general effect:
- For the first elections for parent representatives and a staff representative, a returning officer will be appointed by the commissioner.
- The establishment of a student representative position has been delayed to take into account the regular cycle of student representative elections, which occur annually in September.
