Civil Defence Emergency Management Act 2002

Declaration by Minister of State of National Emergency

Pursuant to section 66 of the Civil Defence Emergency Management Act 2002, I, John McGregor Carter, declare that a state of national emergency exists in Christchurch City, owing to the magnitude 6.3 earthquake that occurred on Tuesday 22 February 2011 at 12.51pm in Christchurch City, and subsequent significant aftershocks.

The state of national emergency comes into force immediately on the making of this declaration.

The state of national emergency expires with the commencement of the seventh day after the date on which this declaration is made.

Designation: Minister of Civil Defence.

Time and Date of Declaration: 10.30am on 23 February 2011.

Special Purpose Lottery: Canterbury Earthquake Recovery

Further to our consultation discussion on 24 February 2011 and pursuant to section 245 of the Gambling Act 2003, I instruct the New Zealand Lotteries Commission to promote a special purpose New Zealand lottery.

The purpose of this lottery is to help fund the earthquake relief effort in Canterbury.

I also authorise the Commission to use whatever funds are necessary from current financial year profits to ensure that the sum of 50 cents from every dollar in sales for the special lottery is made available in profits for earthquake relief.

The New Zealand lottery will be sales for the Lotto family of games (Lotto, Powerball and Strike) to be drawn on Saturday 5 March 2011.

Thank you for your willingness to contribute to the relief effort.
