Cosmetic Products Group Standard (Amendment) Notice 2011
Pursuant to section 96B(3) of the Hazardous Substances and New Organisms Act 1996 (“the Act”), the Environmental Protection Authority (EPA) gives notice that a Group Standard is amended.
Notice
- Title—(1) This notice is the Cosmetic Products Group Standard (Amendment) Notice 2011 and is part of the principal notice.
(2) In this notice, “principal notice” means the Hazardous Substances (Group Standards) Notice 2006 (Supplement to the New Zealand Gazette, 30 June 2006, No. 74, page 1889, Part 10, Cosmetic Products Group Standard 2069).

Commencement—The amendments referred to in this notice come into force 28 days after the date of its notification in the New Zealand Gazette.

Amendments to Group Standard—This notice amends the Cosmetic Products Group Standard 2006 (“the Group Standard”) referred to in the principal notice at page 1889, by substituting the date 31 March 2012 for the date 30 September 2011 in Table 3, Schedule 5 of the Group Standard.
This amendment enables the Group Standard to be kept in alignment with the European Union Cosmetics Regulation as was originally intended.
- Availability—The full original Group Standard and amended Group Standard as well as Schedules and any information incorporated by reference may be:
(a) inspected free of charge during normal business hours at the EPA office; or
(b) purchased from EPA; or
(c) viewed at www.epa.govt.nz

Pursuant to section 47(3) of the Maritime Transport Act 1994, the Director of Maritime New Zealand hereby notifies the granting of the following exemptions:
- 5 from Maritime Rule 21.13(1)(b) – Safe Ship Management Systems – Entry to and conditions to be met in order for ship to remain in Safe Ship Management System – New Zealand Safe Ship Management Certificate issued by director
- 1 from Maritime Rule 22, Appendix 1, section 3(4) – Collision Prevention – Positioning and technical details of lights and shapes – Horizontal positioning and spacing of lights – Masthead light exhibited forward amidships
- 1 from Maritime Rule 40A.18(2) – Design, Construction and Equipment – Passenger Ships which are not SOLAS Ships – Passenger accommodation – Seating – 450mm of seating must be allowed for each person
- 1 from Maritime Rule 40A.18(3)(a) – Design, Construction and Equipment – Passenger Ships which are not SOLAS Ships – Passenger accommodation – Seating – fixed seating installed must provide for ready escape with passageways between fixed seating not less than 750mm wide if passageway is more than 4.5 metres in length
- 1 from Maritime Rule 40A.33(1)(e) – Design, Construction and Equipment – Passenger Ships which are not SOLAS Ships – Machinery – Petrol inboard and outboard engines – ship may be fitted with an inboard petrol engine if not more than 12 passengers are carried
