Telecommunications Act 2001

Notification of Call for a Standard Terms Proposal

From Telecom for Chorus’s Unbundled Copper Low Frequency Service Under the Telecommunications Act 2001

Pursuant to section 30F of the Telecommunications Act 2001 (“the Act”), the Commerce Commission (“the Commission”) gives public notice that it has given a written notice to Telecom Corporation of New Zealand Limited requiring it to submit a standard terms proposal in respect of Chorus’s unbundled copper low frequency service (“UCLFS”).

The UCLFS is described in subpart 1, Part 2 of Schedule 1 of the Act as:

“A service (and its associated functions, including the associated functions of operational support systems) that enables access to, and interconnection with, the low frequency (being the frequency band between 300 and 3400 Hz) in Chorus’s copper local loop network (including any relevant line in Chorus’s local telephone exchange or distribution cabinet) that connects the end-user’s building (or, where relevant, the building’s distribution frame) to the handover point in Chorus’s local telephone exchange.”

According to the notice, Telecom must submit to the Commission a standard terms proposal in respect of the UCLFS by 28 July 2011.

Cancellation of Political Party Logo

At its meeting on 22 July 2011, the Electoral Commission Board considered the application to cancel a party logo under Part 4 of the Electoral Act 1993:

Cancellation of logo, at the request of the following political party:

One New Zealand Party.

The Electoral Commission resolved to cancel the registration of the One New Zealand Party logo in accordance with section 70A of the Electoral Act 1993.

The Register will be updated accordingly.

Energy Efficiency (Vehicle Fuel Economy Labelling) Regulations 2007

Notice Specifying Date Before Which Any Fuel Economy Label or Fuel Economy Information Must be Updated

Pursuant to Regulation 9 of the Energy Efficiency (Vehicle Fuel Economy Labelling) Regulations 2007, the Acting Minister of Energy and Resources specifies 31 August 2011 as the date before which any person who is required to display a fuel economy label or fuel economy information for a motor vehicle must update the label or information to set out the fuelsaver information available for the vehicle when the update is made.

Explanatory Note

This explanatory note is not part of the notice but is intended to indicate its general effect.

The fuel economy labelling scheme is administered through the fuelsaver website:

www.fuelsaver.govt.nz

The fuel economy information on the website has recently been updated to take into account current fuel prices, changes in road user charges and other technical information.

Regulation 9 allows the Minister of Energy, by notice in the New Zealand Gazette, to specify a date before which any existing fuel economy label or fuel economy information must be updated.

All persons who are required to display a label or information under the Regulations must update it with the current information from the fuelsaver website before the specified date.

It is an offence under the Regulations to fail to update the label or information.

The price of fuel per litre has been increased to $2.00 for petrol and $1.45 for diesel.
