Long-term non-contestable funding – using non-contestable processes to invest in RS&T and related activities.

Estimated Funding

An estimate of the amount of funds required to be allocated by the Foundation for the purposes of the Scheme is $\$10.74 million in 2010/11, excluding GST. Actual funding available will be published each year in the annual Estimates of Appropriation.

Estimated Period of Operation

The Scheme will operate for a minimum of three years from 1 July 2010; however I anticipate reviewing this notice by 1 July 2011.

Monitoring Agency

The Ministry of Research, Science and Technology will monitor and review the Scheme.

Performance Measures

Annual performance measures for the Scheme will be published in the annual Estimates of Appropriation. Additional performance measures to measure progress will be specified in the Output Agreement.

Instrument Amending Ministerial Direction and Welfare Programmes and Revoking Care Supplement Programme 2009

Under sections 5 and 124(1)(d) of the Social Security Act 1964, I make the following instrument amending the direction and welfare programmes set out in Schedules 1 and 2 and revoking the Care Supplement Programme.

Instrument

  1. Title—This instrument is the Instrument amending Ministerial Direction and Welfare Programmes and revoking Care Supplement Programme 2009.

  2. Commencement
    (1) This instrument, except for clause 5, comes into effect on 1 April 2009.
    (2) Clause 5 comes into effect with the close of 31 March 2009.

  3. Amendments relating to change in Consumers Price Index—The direction and welfare programmes set out in Schedule 1 are amended in the manner set out in that Schedule.

  4. Amendments relating to other matters—The welfare programmes set out in Schedule 2 are amended in the manner set out in that Schedule.

  5. Revocation of Care Supplement Programme—The Care Supplement Programme (as established and approved on 22 June 1999) is revoked.
