Security Act 1964, I give my approval for Part 6 of the programme to apply as follows:

Rural Assistance – Farmers

1. Farmers in the affected areas, whose land-based industries are directly affected by drought, are eligible to be considered for financial assistance under Part 6 of the programme.

2. In relation to such farmers, Part 6 of the programme applies for the period beginning on 15 February 2010 and ending with the close of 30 September 2010, unless further extended by the Minister.

3. In this approval, affected areas means the territories of the following local authorities:

• Far North District Council
• Whangarei District Council
• Kaipara District Council

Further to my Directive Letter of 31 August 2009* made under section 34 of the Overseas Investment Act 2005, please add the following direction:

“In providing advice on how an application for consent should be determined, including whether to grant consent, or whether the Crown should exercise its right to acquire special land, or any other relevant matter in the Directive Letter of 31 August 2009, you must provide recommendations to the relevant Minister or Ministers. This direction shall come into effect ten working days after the date of this letter and is in addition to, and not in substitution for, the directions set out in the 31 August 2009 Directive Letter.”

Maritime Transport Act 1994

Declaration of Major Maritime Event

Pursuant to section 200A(1) of the Maritime Transport Act 1994 and on the application of the Auckland Regional Council, I declare the Louis Vuitton Trophy Auckland to be an event to which section 200B of the Maritime Transport Act 1994 applies for the period 5 March 2010 to 21 March 2010 inclusive.

Designated Area

The designated area to which this declaration applies comprises the following areas of Auckland Harbour:

General Designated Area

The area bounded in the north by an approximate east/west boundary between the north end of Takapuna Beach and Rangitoto Island around to an approximate north/south line from the Marine Rescue Centre to the North Shore.

Between Rangitoto Island and Bastion Point the boundary passes to the north of Bean Rock lighthouse.

The exact positions of the boundary points for the area to which this declaration applies are set out below.
