Notice of Granting an Open Aviation Market Licence
Pursuant to section 87U(4) of the Civil Aviation Act 1990, sections 41(1) and 42 of the State Sector Act 1988, and
a delegation from the Secretary for Transport dated 6 November 2007, notice is given that, having received an application from Vincent Aviation Limited, of Wellington, New Zealand, Martin Thomas Harold Matthews, Secretary for Transport in the Ministry of Transport, has granted the airline an open aviation market licence to carry on scheduled services and non-scheduled flights between New Zealand and Australia, and between points in Australia, for an indefinite term with effect from 19 May 2009.

Airworthiness Directives
Pursuant to section 72I(3A) of the Civil Aviation Act 1990, I, John Douglas Stanton, Team Leader Continuing Airworthiness, acting under a delegation from the Director of Civil Aviation, hereby issue the following airworthiness directives in respect of aircraft or aeronautical products.
These airworthiness directives shall come into force on 28 May 2009:

Notice of Recommendation and Assessment Concerning the Electricity Governance Rules 2003—Rule Amendment Proposal No. 73, 2009

This notice of a recommendation and assessment concerning the Electricity Governance Rules 2003 (“Rules”), Rule Amendment Proposal No. 73, 2009, is issued by the Electricity Commission (“Commission”), pursuant to section 172E(2)(c) of the Electricity Act 1992 (“Act”).

The Act provides that, no later than 10 working days after making a recommendation to the Minister of Energy and Resources (“Minister”) concerning the Rules, the Commission must publicise the recommendation and the assessment completed under section 172F of the Act.
Recommended Amendments to the Rules

On 21 May 2009, the Commission recommended that Rule 15 of Section II of Part C of the Rules be amended to reduce the forecast horizon of the System Security Forecast from ten years to a period of not less than three years.

The Commission also recommended other minor amendments to correct drafting errors in Rule 15 and to include a new defined term in Part A. For these, the Commission made its recommendation in reliance on section 172F(3).

The recommended amendments to the Rules were designed to provide the System Operator with more flexibility in determining the appropriate horizon for its analysis of forecast power system performance given system circumstances.
