These notes are not part of the notice, but are intended to indicate its general effect.
The Environmental Risk Management Authority has issued a new Graphic Materials Group Standard 2009. That Group Standard is the sole means of compliance for finger paints, children’s crayons and children’s water colour paints. Other graphic materials may be approved under the Graphic Materials Group Standard 2009 (provided that they meet the scope of that Group Standard) or they may fit within the scope of the existing Surface Coatings and Colourants Group Standards (see: http://www.ermanz.govt.nz/hs/groupstandards/standards/scc.html).
Face paints are cosmetic products, not water colour paints or finger paints. Cosmetic products are regulated under the Hazardous Substances and New Organisms Act 1996 through the Cosmetic Products Group Standard 2006.
This notice amends the Surface Coatings and Colourants (Flammable, Toxic [6.1], Corrosive) Group Standard 2006 to exclude finger paints, children’s crayons and children’s water colour paints.
