Notice of Variation of a Scheduled International Air Service Licence
Further to a notice in the New Zealand Gazette, 12 March 2009, No. 31, page 853, and pursuant to section 87J(6) of the Civil Aviation Act 1990, sections 28, 29, 41 and 42 of the State Sector Act 1988, a delegation from the Minister of Transport dated 27 November 2007 and a sub-delegation from the Secretary for Transport dated 6 December 2007, I give notice that having received an application from Air New Zealand Limited, the Minister of Transport has varied the scheduled international air service licence held by that airline to provide for, in respect of Canada:
- an open route schedule for own-aircraft services;
- the removal of most traffic rights restrictions; and
- capacity to be as filed with and acknowledged by the Secretary for Transport.
The variation took effect from 20 April 2009.

Hazardous Substances and New Organisms Act 1996
Notice of Approval of Code of Practice
Pursuant to section 79(5) of the Hazardous Substances and New Organisms Act 1996 (“HSNO Act”), the Environmental Risk Management Authority advises that it has approved on 24 March 2009, the Code of Practice for Exempt Laboratories – Manufacturing Research and Development.
This code is intended to provide a means of compliance with the requirements with the Hazardous Substances (Exempt Laboratories) Regulations for small scale research and development or testing involving hazardous substances.
This code has been developed by Agcarm Incorporated, and while it is intended primarily for the use of laboratories in the agricultural chemical and veterinary medicine industries, it may also be applied elsewhere.
Pursuant to section 80(1) of the Hazardous Substances and New Organisms Act 1996, this code may be inspected on request at the Wellington office of the Environmental Risk Management Authority of New Zealand, Level 1, BP House, 20 Customhouse Quay, Wellington.
Pursuant to section 80(1)(b) of the Act, the code can be purchased from Agcarm Incorporated, PO Box 5069, Wellington.

Notice of Intention to Apply for Approval of Code of Practice
Pursuant to section 79 of the Hazardous Substances and New Organisms Act 1996 (“HSNO Act”), the Environmental Risk Management Authority (“Authority”) gives notice that Ragasco (Norway) intends to apply for the approval of the Code of Practice for Gas Cylinders of Composite Construction Designed to EN 12245.
Under Regulation 10(c) of the Hazardous Substances (Compressed Gases) Regulations 2004, the Authority may approve a code of practice that specifies requirements equivalent to the requirements of a standard referred to in Regulation 10(a).
Ragasco (Norway) has applied for the code of practice to be approved under this Regulation.
The standard EN 12245 specifies requirements for the design and construction of transportable fully wrapped composite cylinders.
This code will be open for submissions from 7 May 2009 and submissions will close on 8 June 2009.
The code is available from or can be inspected at the Wellington office of ERMA New Zealand, Level 1, BP House, 20 Customhouse Quay, Wellington.
It is also available on the ERMA New Zealand website www.ermanz.govt.nz/hs/compliance/codesofpractice.html
