Notice of Approval Given Pursuant to Section 160(3) of the Crown Entities Act 2004
Pursuant to section 160(3) of the Crown Entities Act 2004, I, Jane Katharine Meares, Treasury Solicitor, hereby give notice that on 10 February 2009, Peter Mersi, Acting Secretary to the Treasury, and Karen Sewell, Secretary for Education, gave approval under section 160(1)(b) of the Crown Entities Act 2004, in relation to section 161 of that Act, for the Ashburton Intermediate School Board of Trustees to acquire shares in the Ashburton Trading Society up to an aggregate maximum value of $500.00. This approval applies on and from 10 February 2009.

Statement of Guarantees Given Under the Public Finance Act 1989
Pursuant to section 65ZD(3) of the Public Finance Act 1989, Peter Bushnell, Acting Secretary to The Treasury, makes the following statement:
“Peter Mersi, Acting Secretary to the Treasury, on behalf of the Crown, under delegations from the Minister of Finance under section 28 of the State Sector Act 1988, gave a guarantee under the New Zealand Deposit Guarantee Scheme to the following person on the following date:

Notice of Recommendation and Assessment Concerning the Electricity Governance (Security of Supply) Regulations 2008—Regulation Amendment Proposal No. 72, 2009

This notice of a recommendation and assessment concerning the Electricity Governance (Security of Supply) Regulations 2008 (“Regulations”), Regulation Amendment Proposal No. 72, is issued by the Electricity Commission (“Commission”), pursuant to section 172E(3)(a)(iii) of the Electricity Act 1992 (“Act”).

Section 172E(3)(a)(iii) of the Act provides that, where regulations have been made in reliance upon the urgency provisions in section 172E(3) of the Act, and where the Commission makes a recommendation to the Minister of Energy (“Minister”) to revoke, replace, or amend those regulations in accordance with section 172E(3)(a)(ii) of the Act, the Commission must, no later than 10 working days after making the recommendation to the Minister, publicise the recommendation and the assessment completed under section 172F of the Act.
Recommendation
- On 11 February 2009, the Commission recommended that the Regulations, made in reliance on the urgency provisions of section 172E(3) of the Act, be amended.
Recommended Amendment to the Regulations

The purpose of the Regulations is to provide for the management and co-ordination of outages for security of electricity supply purposes.

The key amendments recommended by the Commission are:
(a) specified participants identified by the Commission must:
(i) develop participant outage plans and submit them to the Commission for approval;
(ii) keep participant outage plans up to date; and
(iii) act in accordance with their participant outage plan when complying with a direction from the Commission; and
(b) the Rulings Panel is given jurisdiction to deal with any alleged breaches of the Regulations.

This notice of a recommendation and assessment concerning the Electricity Governance Rules 2003 (“Rules”), Rule Amendment Proposal No. 133, 2009, is issued by the Electricity Commission (“Commission”) pursuant to section 172E(3)(a)(iii) of the Electricity Act 1992 (“Act”).

The Act provides that, no later than 10 working days after making a recommendation to the Minister of Energy and Resources (“Minister”) concerning an earlier urgent amendment to the Rules, the Commission must publicise the recommendation and the assessment completed under section 172F of the Act.
