Instrument Amending Ministerial Welfare Programmes 2009
Pursuant to section 124(1)(d) of the Social Security Act 1964, the Minister for Social Development and Employment makes the following instrument.

Commencement—This instrument comes into effect on 1 January 2010.

Welfare programmes amended—The welfare programmes set out in the Schedule are amended in the manner set out in that Schedule.

Away from Home Allowance Programme (as established and approved on 19 January 1998)*.
Clause 5.1.3(ii)
Omit “(k)” and substitute “(o)”.
Home Help Programme (as established and approved on 6 May 2004)†.
Clause 4(1)(l)
Omit “(k)” and substitute “(o)”.
Explanatory Note
This note is not part of the instrument, but is intended to indicate its general effect.
This instrument, which comes into effect on 1 January 2010, amends the Away from Home Allowance Programme and the Home Help Programme under the Social Security Act 1964. This instrument has the effect of excluding certain payments from a person’s cash assets, which are considered in determining his or her eligibility for the payments under the welfare programmes specified in this instrument. The exclusions are for any amount of income derived by the person from a payment received from the Viet Nam Veterans and Their Families Trust, any payment made to a person on or after 17 August 2007 by the EVSA (Neville Wallace Memorial) Children’s & Grandchildren’s Trust and any income derived by the person from that payment, and payment made by or on behalf of the Crown to or on behalf of the person because the person is a victim of a crime or a member of the immediate family of a victim. These exclusions are limited to 12 months from the date any such payment is made.

New Zealand Transport Agency (Maximum Speeds of Vehicles on State Highways) Amendment Bylaw 2009/21
Pursuant to section 61(3) of the Government Roading Powers Act 1989, and the Land Transport Rule: Setting of Speed Limits 2003, the New Zealand Transport Agency hereby makes the following bylaw.

Title and commencement—This bylaw may be cited as the New Zealand Transport Agency (Maximum Speeds of Vehicles on State Highways) Amendment Bylaw 2009/21 and will come into force 28 days after the date of publication of this notice in the New Zealand Gazette.

Amendments—The New Zealand Transport Agency (Maximum Speeds of Vehicles on State Highways) Bylaw 2005/7* is hereby amended by:
(a) Replacing line 72 in Schedule 3 to read:
