Airworthiness Directives
Pursuant to section 72I(3A) of the Civil Aviation Act 1990, I, Owen Olls, Airworthiness Specialist, acting under a delegation from the Director of Civil Aviation, hereby issue the following airworthiness directives in respect of aircraft or aeronautical products.
These airworthiness directives will come into force on 17 December 2009:

Notification of Proposal to Make Ordinary Rules
In accordance with section 34(1)(a) of the Civil Aviation Act 1990, the Minister of Transport hereby gives notice of his intention to make the following ordinary Civil Aviation Rules:
CAR Part 125 Air Operations β Medium Aeroplanes
The purpose of this rule-making proposal is to update Part 125 to address the disparity in standards between Part 125 and Part 121 operational requirements and to achieve compliance with ICAO standards and recommended practices. This will result in an operating standard that is consistent with international best practice and passenger expectations.

Electricity Act 1992
Notice of Making of Electricity Governance (Payment in Cleared Funds) Amendment Rules 2009 and Notice of Reasons for Decision

Pursuant to section 172I of the Electricity Act 1992 ("Act"), I notify the amendment of the Electricity Governance Rules 2003 ("Rules") under section 172H of the Act.

The empowering provision for the Electricity Governance Regulations in relation to which the amendments to the Rules are made is section 172D(1)(1)(b) of the Act.

Rules 7.2 and 8.3 of Part H of the Rules are amended.
The amendments are to require the clearing manager to pay payees in cleared funds on settlement day and to require payers to pay the clearing manager by 2.00pm to ensure the clearing manager has time to pay in cleared funds.

Pursuant to section 172Z(4) of the Act, the reason for my decision to amend the Rules is to minimise financial barriers for market participants and ultimately facilitate greater competition in the market.
