Airworthiness Directives
Pursuant to section 72I(3A) of the Civil Aviation Act 1990, I, Owen Olls, Airworthiness Specialist, acting under a delegation from the Director of Civil Aviation, hereby issue the following airworthiness directives in respect of aircraft or aeronautical products.

Hazardous Substances and New Organisms Act 1996
Notice of Approval of Hazardous Substance in Special Emergency
Pursuant to section 49H of the Hazardous Substances and New Organisms Act 1996 (“HSNO Act”), the Environmental Risk Management Authority (ERMA New Zealand) hereby gives notice that on 19 November 2009, it approved an application, made under section 49D of the HSNO Act, for the importation and use of Oberon, a hazardous substance necessary to enable the potato industry to address an adverse event resulting from the incursion of the newly introduced pest insect tomato/potato psyllid (Bactericera cockerelli).
The approval is to import, manufacture and use Oberon, which is a substance containing the active ingredient spiromesifen to control infestations of the potato/tomato psyllid for the special emergency declared by the Minister for Biosecurity, under section 49B of the HSNO Act, by notice in the Supplement to the New Zealand Gazette, 12 November 2009, No. 166, page 3997.
The application was approved, pursuant to section 49F of the HSNO Act, with the following controls:
- The substance may only be used in accordance with the management plan and additional controls specified in ERMA New Zealand’s approval;
- the approval took effect on 19 November 2009. The date of expiry of the approval shall be the earlier of:
- the date of the expiry (if any) of the special emergency declared by the Minister for Biosecurity in a declaration declaring that the special emergency has ceased; or
- 30 April 2010.
Copies of ERMA New Zealand’s approval and the management plan can be inspected free of charge at the Wellington office of ERMA New Zealand, Level 1, BP House, 20 Customhouse Quay, Wellington, or can be downloaded from the ERMA New Zealand website www.ermanz.govt.nz
