Land Transport Act 1998

Land Transport Rules

In accordance with section 161(2) of the Land Transport Act 1998, the New Zealand Transport Agency, on behalf of the Minister of Transport, gives notice of the Minister’s intention to make amendments to nine Land Transport Rules, and advises that draft Land Transport Rule: Omnibus Amendment 2009 (the draft Rule) is available for public comment.

The draft Rule proposes amendments to the following Land Transport Rules:

  • Driver Licensing 1999 (Rule 91001)
  • Frontal Impact 2001 (Rule 32006)
  • Operator Licensing 2007 (Rule 81001)
  • Operator Safety Rating 2008 (Rule 81002)
  • Passenger Service Vehicles 1999 (Rule 31001)
  • Vehicle Dimensions and Mass 2002 (Rule 41001)
  • Vehicle Equipment 2004 (Rule 32017)
  • Vehicle Exhaust Emissions 2007 (Rule 33001)
  • Vehicle Standards Compliance 2002 (Rule 35001)

The proposed Rule amendments will clarify current requirements to assist understanding and enforcement, provide for compliance with alternative vehicle standards for some vehicles, address safety concerns, amend requirements to accord with current industry needs or practices, make requirements more flexible or remove unnecessary restrictions (without diminishing safety standards), make consequential changes as a result of changes to other legislation and Rules, and correct minor errors and anomalies.

The consultation material is also available for viewing at New Zealand Transport Agency regional offices. Groups and individuals who have registered an interest in the Rules to be amended have been advised of the availability of the draft Rule.

Submissions on draft Land Transport Rule: Omnibus Amendment 2009 close on 11 December 2009.
