  1. Projects must result in new waste minimisation activity, either by implementing new initiatives or a significant expansion in the scope or coverage of existing activities.

  2. Funding is not for the ongoing financial support of existing activities, nor is it for the running costs of the existing activities of organisations, individuals, councils or firms.

  3. Projects should be for a discrete timeframe of up to three years, after which the project objectives will have been achieved and, where appropriate, the initiative will become self-funding.

  4. Funding can be for operational or capital expenditure required to undertake a project.

  5. For projects where alternative, more suitable, Government funding streams are available (such as the Sustainable Management Fund, the Contaminated Sites Remediation Fund, or research funding from the Foundation for Research, Science and Technology), applicants should apply to these funding sources before applying to the Waste Minimisation Fund.

  6. The applicant must be a legal entity.

  7. The fund will not cover the entire cost of the project. Applicants will need part funding from other sources.

  8. The minimum grant for feasibility studies will be $\$10,000.00. The minimum grant for other projects will be $\$50,000.00.

Assessment Criteria

Project Benefits

  1. Preference will be given to projects that collectively give the largest net benefit over time. The assessment of the effectiveness of projects will include the extent to which the projects can demonstrate:

    • likelihood of success;
    • reduction of harm to the environment;
    • reduction in the volume of waste disposed of;
    • economic, environmental, social or cultural benefits;
    • longer term benefits after the completion of the project.

  2. Projects will be assessed for their strategic value in achieving the purpose of the fund. Strategic value means the likely ability of projects to act as catalysts that enhance and extend the uptake of waste minimisation.

  3. The degree of partnership and cross-sectoral collaboration will be taken into account in assessing the strategic value of proposals.

  4. The level of funding from other sources will be taken into account. Shared funding is preferred.

Project Delivery

  1. The applicant must demonstrate:

    • ability to deliver the project;
    • how the project will achieve its goals;
    • how the effectiveness of the project will be monitored, evaluated and reported;
    • if and how the project will be used to promote waste minimisation to the wider public;
    • if and how the project will continue after funding ends and become self sustaining, particularly if the funding is for the establishment phase of a longer term project.

Fisheries (Kaimoana Customary Fishing) Regulations 1998

Fisheries (Kaimoana Customary Fishing) Notice (No. 8) 2009 (No. F502)

Pursuant to Regulation 9 of the Fisheries (Kaimoana Customary Fishing) Regulations 1998, the Programme Manager (Deed of Settlement Implementation Programme) at the Ministry of Fisheries (acting pursuant to a delegated authority in accordance with section 41 of the State Sector Act 1988) gives the following notice.

Notice

  1. Title and commencement—(1) This notice may be cited as the Fisheries (Kaimoana Customary Fishing) Notice (No. 8) 2009.

(2) This notice shall come into effect on 9 October 2009.

  1. Interpretation—In this notice:

(a) “mahinga mātaitai” are local dialect words that have the same meaning as “customary food-gathering”, a term that is defined in Regulation 2 of the Fisheries (Kaimoana Customary Fishing) Regulations 1998.

(b) “Kaitiaki” is a local dialect word that has the same meaning as “Tangata Kaitiaki/Tiaki”, a term that is defined in Regulation 2 of the Fisheries (Kaimoana Customary Fishing) Regulations 1998.

(c) “Kaitiaki” means the person or persons appointed under Regulation 9 of the Fisheries (Kaimoana Customary Fishing) Regulations 1998 for the management of mahinga mātaitai within the area/rohe moana.

(d) “area/rohe moana” means the area described by a line commencing:

(i) at a point on the coastline at Paritu (38°57.0’S and 177°54.2’E); then
(ii) due east for 200 nautical miles to a point (38°57.0’S and 177°25.0’W); then
(iii) due south to a point (43°15.0’S and 177°25.0’W); then
(iv) 45° north-west to a point (39°18.6’S and 177°45.0’E); then
(v) due north to a point (39°13.3’S and 177°44.9’E); then
(vi) generally north-easterly to a point on the coastline at Waikokopu (39°04.4’S and 177°49.6’E); then
(vii) generally northerly along the mean high-water springs mark to the point of commencement.

The geographical coordinates named are in terms of the WGS84 datum.

  1. Nomination of Kaitiaki—The Mahia Māori Committee, acting for the whānau, hapū and marae of Rongomaiwahine, has nominated Arthur Bowen and Alfred Spark as additional Kaitiaki for managing mahinga mātaitai within the area/rohe moana.

  2. Appointment of Kaitiaki—On 15 September 2009, the Minister of Fisheries confirmed, under Regulation 9(1) of the Fisheries (Kaimoana Customary Fishing) Regulations 1998, the appointment of Arthur Bowen and Alfred Spark as Kaitiaki for managing mahinga mātaitai within the area/rohe moana.
