Officer of the Government of Ross Dependency Appointed

Background:

A. An Order in Council dated 30 July 1923* (“the order”) made under the British Settlements Act 1887 (UK) appoints the Governor-General of New Zealand to be the Governor of the Ross Dependency (“the Governor”) and vests in the Governor certain powers:

B. The order empowers the Governor to make rules and regulations for the peace, order, and good government of the Dependency:

C. Regulations made by the Governor on 14 November 1923† provide that all persons appointed by the Governor may be empowered to do such things as may be necessary or desirable to ensure that the laws in force in the Dependency are duly observed and complied with in every respect, and to do all things necessary or expedient for the peace, order, and good government of the Dependency, and to safeguard and preserve Her Majesty’s rights and sovereignty over and in respect of the Dependency:

D. It is now expedient that Nathan Thomas Cross be appointed an officer of the Government of the Dependency:

Now therefore I, The Honourable Sir Anand Satyanand, the Governor-General of New Zealand, and as such the Governor of the Dependency, appoint

Nathan Thomas Cross

to be an officer of the Government of the Dependency while he acts as Senior New Zealand Representative at Scott Base during the period beginning with this appointment and ending with the close of 10 October 2009:

I confer on Nathan Thomas Cross, while he holds office as an officer of the Government of the Dependency, all the powers exercisable in New Zealand by a Justice of the Peace:

Nathan Thomas Cross is to exercise his functions at such places within the Dependency as may be directed by an officer of the Government of the Dependency who has the general executive and administrative authority in preserving Her Majesty’s rights and sovereignty and the laws in force in the Dependency.

Given under the hand of His Excellency the Governor-General as the Governor of the Ross Dependency and issued this 7th day of August 2009.

Telecommunications Act 2001

Commencement of Schedule 3 Investigation

Pursuant to clause 1(6) of Schedule 3 of the Telecommunications Act 2001 (“the Act”), the Commerce Commission (“Commission”) gives public notice of the commencement of an investigation into whether each of the following designated access services should be omitted from Subpart 1, Part 2 of Schedule 1 to the Act, or alternatively whether the following designated access services in Subpart 1, Part 2 of Schedule 1 to the Act should be amended:

(a) Retail services offered by means of Telecom’s fixed telecommunications network.

(b) Residential local access and calling service offered by means of Telecom’s fixed telecommunications network.

(c) Bundle of retail services offered by means of Telecom’s fixed telecommunications network.

(d) Retail services offered by means of Telecom’s fixed telecommunications network as part of bundle of retail services.

Under clause 15 of Schedule 3A to the Act, any access provider that wishes to make an undertaking must do so not later than 27 November 2009.
