Electricity Governance Regulations 2003

Electricity Governance Regulations (Exemption No. 103 (New Zealand Steel Limited)) Exemption Notice 2009

Pursuant to Regulation 194 of the Electricity Governance Regulations 2003, the Electricity Commission (“Commission”) gives the following notice.

Notice

  1. Title and commencement—(1) This notice is the Electricity Governance Regulations (Exemption No. 103 (New Zealand Steel Limited)) Exemption Notice 2009.
    (2) This notice comes into force on 3 September 2009.

  2. Exemption—New Zealand Steel Limited (“NZ Steel”) is exempted from compliance with Rules 6.1, 6.4 and 6.5 of Technical Code B of Schedule C3 of Part C of the Electricity Governance Rules 2003.

  3. Terms and conditions—This exemption is granted on the following conditions:
    (a) this exemption expires at the close of 31 March 2010; and
    (b) the exemption only applies to the applicant’s requirement to provide automatic under-frequency load shedding (“AUFLS”) at the GLN0331 and GLN0332 grid exit points.

  4. Reasons for granting the exemption—The reasons for granting this exemption are:
    (a) The circumstances of the exemption are consistent with those of AUFLS exemptions already granted by the Commission; and
    (b) granting the exemption will allow time for the Commission to further consult with the electricity industry on the appropriateness of the exemption test in Rule 6.6 of Technical Code B of Schedule C3 of Part C of the Rules and to investigate a rule change to address any issues arising from the consultation.

Electricity Governance Regulations (Exemption No. 105 (Class A Approved Test Houses)) Exemption Notice 2009

Pursuant to Regulation 194 of the Electricity Governance Regulations 2003, the Electricity Commission (“Commission”) gives the following notice.

Notice

  1. Title and commencement—(1) This notice is the Electricity Governance Regulations (Exemption No. 105 (Class A Approved Test Houses)) Exemption Notice 2009.
    (2) This notice comes into force on the day after the date on which it is notified in the New Zealand Gazette.

  2. Exemption—All Class A approved test houses (“Test Houses”) are exempted from compliance with the requirement, contained in Rule 3.2 of Code of Practice D2 of Schedule D1 of Part D of the Electricity Governance Rules 2003 (“Rules”), to be certified to the relevant AS/NZS ISO 9001:2000 series quality certification or deemed equivalent.

  3. Terms and conditions—This exemption is granted on the following conditions:
    (a) This exemption expires at the close of 30 September 2012;
    (b) the Test House must have its ISO 17025 certification extended to cover everything that ISO 9001:2000 covered except unsupervised or non-accredited service providers or subcontractors; and
    (c) the Test House must not use unsupervised or non-accredited service providers or subcontractors unless these service providers or subcontractors hold their own ISO 9001:2000 certification with the appropriate coverage for the work being done.

  4. Reasons for granting the exemption—The reasons for granting this exemption are:
    (a) Test Houses who operate within the scope of their extended ISO 17025 certification and do not use unsupervised or non-accredited service providers or subcontractors do not need ISO 9001:2000 to effectively carry out their tasks as ISO 17025 is sufficient;
    (b) if Test Houses operate within the scope of their ISO 17025 certification, there will be unreasonable costs associated with obtaining a quality standard that the Test Houses would never need to use;
    (c) this will not affect any other participants or service providers; and
    (d) this issue will be considered further as part of the current review of Part D of the Rules.

Revocation and Replacement of Quality Assurance Standard One for Private Training Establishments, Government Training Establishments and Wānanga

Pursuant to section 253(1)(ca) of the Education Act 1989, the New Zealand Qualifications Authority hereby revokes The Quality Assurance Standard for Private Training Establishments, Government Training Establishments and Wānanga (QA Standard One) that was published in the New Zealand Gazette, 7 February 2003, No. 11, page 302.

For private training establishments, QA Standard One will be replaced by:
