Dumping and Countervailing Duties Act 1988
Notice of Initiation of Duty Reassessment for Diaries From China Exported by Beijing Light Stationery Manufacturing Company Limited
Pursuant to section 14(6) of the Dumping and Countervailing Duties Act 1988, and under delegated authority from the Chief Executive of the Ministry of Economic Development, I hereby give notice that I have initiated a reassessment of the imposition of the amount of anti-dumping duty in respect of imports into New Zealand of the goods described in the Schedule to this notice.
The Minister of Commerce determined that anti-dumping duties were necessary on 8 October 2007. Notification of this was published in the New Zealand Gazette, 18 October 2007, No. 112, page 2995.
The reassessment of the anti-dumping duty will only be for exports of diaries by Beijing Light Stationery Manufacturing Company Limited.

The People’s Republic of China.
Description of Goods
The subject goods that the reassessed anti-dumping duties apply to are described as:
Diaries with or without covers excluding: diaries with steel ring binders; and wallplanners.
The goods are currently classified under Tariff Item and Statistical Keys 4820.10.00 02J, 4820.90.09 01G and 4820.90.09 29G of the Tariff of New Zealand, which classification is provided for convenience and Customs purposes only, the written description being dispositive.

Revocation of Notice of Direction to Appoint a Limited Statutory Manager for the Board of Trustees of Logan Park High School (376)
The notice of direction to appoint a limited statutory manager for the board of trustees of Logan Park High School (as published in the New Zealand Gazette, 19 July 2007, No. 82, page 2121) is hereby revoked under section 78M(7) of the Education Act 1989.
This notice takes effect the day after the date of its publication.

Notice of Direction to Appoint a Limited Statutory Manager for the Board of Trustees of Whangaruru School (1667)
Pursuant to section 78M of the Education Act 1989, I direct the Secretary for Education to appoint a limited statutory manager for the Whangaruru School Board of Trustees because of concerns with governance and management and the risk to the educational achievement of students at the school.
The following functions, powers and duties of the board are to be vested in a limited statutory manager:
- All functions, powers and duties of the board as an employer (whether statutory or otherwise);
- all functions, powers and duties of the board to manage and implement the curriculum (whether statutory or otherwise);
- all functions, powers and duties of the board to prepare and maintain the school’s charter (including strategic planning) and self review; and
- all functions, powers and duties of the board to report to parents and the community.
A limited statutory manager must also advise the board on the following matters:
- Ensuring areas for improvement identified in the current and future Education Review Office reports are implemented; and
- consolidating all new and improved systems into board governance practice.
This notice takes effect the day after the date of publication.

The Education (Youth Guarantee) Notice 2009
Under sections 159L(3)(d) and 159M(b) of the Education Act 1989, the Minister for Tertiary Education gives notice of the proposed conditions on funding which would restrain tertiary education providers from charging any fees or course costs to domestic students participating in Youth Guarantee programmes funded by the Tertiary Education Commission (TEC).

Title—This notice may be cited as the Education (Youth Guarantee) Notice 2009.

Commencement—The proposed conditions outlined in this notice apply from the 2010 academic year onwards.

Proposal—I propose to specify the conditions on fees and course costs, as set out in the Schedule below, that the TEC must attach to funding through the student achievement component funding mechanism for Youth Guarantee programmes.

Application—This notice applies to the proposed conditions on funding in relation to Youth Guarantee programmes funded through the student achievement component funding mechanism instead of The Education (2010 Fee and Course Costs Maxima) Notice 2009*.
