Explanatory Note

This note is not part of the order, but is intended to indicate its general effect.
This order, which comes into force on 30 March 2008, corrects an error in Schedule 4A of the Registered Bank Disclosure Statement (Off-Quarter – New Zealand Incorporated Registered Banks) Order 2008*.

Education (Tertiary Reforms) Amendment Act 2007

Requirements and Exemptions for Plans (Investment Plans) for 2008–2010 for Tertiary Education Organisations Notice (No. 3) 2008

Pursuant to sections 159R, 159U and 159Y of the Education (Tertiary Reforms) Amendment Act 2007, the Tertiary Education Commission (TEC) gives the following notice.

Notice

  1. Title—This notice may be cited as the Requirements and Exemptions for Plans (Investment Plans) for 2008–2010 for Tertiary Education Organisations Notice (No. 3) 2008.

  2. Commencement—This notice applies from the date of its publication.

  3. Application—From the date of its publication, this notice revokes and replaces two previously published notices relating to the requirements and exemptions for Profiles (Investment Plans) for 2008–2010. The notices revoked and replaced by this notice, as at the date of its publication, are:

(a) Requirements and Exemptions for Profiles (Investment Plans) for 2008–2010 for Tertiary Education Organisations (published by the TEC*, pursuant to sections 159X and 159Y of the Education Act 1989); and

(b) Requirements and Exemptions for Profiles (Investment Plans) for 2008–2010 for Tertiary Education Organisations Notice (No. 2) 2007 (published by the TEC†, pursuant to sections 159X and 159Y of the Education Act 1989).

  1. Introduction—Investment Plans may be approved by the TEC for funding for a period of up to three years.

  2. Investment Plans will be summary-level documents. The scale of the Plans will vary, depending on the size and complexity of the organisation.

  3. To access funding from the TEC for 2009 and onwards, all organisations, other than those exempted by paragraph 10 of this notice, are required to have an approved Investment Plan in place by 31 December 2008.

  4. Content Criteria for Plans—Proposed Plans submitted to the TEC will be the output of collaboration between each organisation and the TEC. The proposed Plan will present a summary of the organisation’s planning context, its three-year outlook and planned provision. The proposed Plan will also set out the key performance indicators to be used for monitoring progress and achievement.

  5. The proposed Plan must include the following information (comprising four parts):

(i) Plan Context (this section establishes the framework for the rest of the Plan)

Outline of the particular factors the organisation has considered and intends to respond to in its proposed Plan, including:

  • Government priorities in the Tertiary Education Strategy 2007–12 (TES) including the distinctive contribution expected of the type of organisation;
  • needs and priorities of students and other stakeholders; and
