Gas Act 1992

Notice of Making of Gas (Switching) Rules 2008

  1. Pursuant to section 43R of the Gas Act 1992
    (“Act”), I notify the making of the Gas (Switching) Rules
    2008 (“Rules”) under section 43Q of the Act.

  2. The empowering provision for the Gas Governance
    Regulation in relation to which the Rules are made is section
    43G(2)(c).

  3. The nature of the Rules is to establish a set of
    gas switching and registry arrangements that will enable
    consumers to switch between competing retailers efficiently
    and satisfactorily.

The Rules provide for:

(a) the establishment of a central gas registry as a
database for all information required to undertake
a switch of a customer between gas retailers;

(b) the management of information held by the registry;

(c) the appointment of a registry operator; and

(d) a standardised data exchange process for switching
consumers between retailers.

  1. Copies of these Rules are available:

(a) for inspection, free of charge:

(i) at the head office of the Ministry of Economic
Development, 33 Bowen Street, Wellington,
and at the head office of Gas Industry Company,
Level 9, State Insurance Tower, 1 Willis Street,
Wellington (during normal office hours); and

Education Act 1989

Notice of Direction to Appoint a Limited Statutory
Manager for the Board of Trustees of Huntly West
School (1752)

Pursuant to section 78M of the Education Act 1989, I direct
the Secretary for Education to appoint a limited statutory
manager for the Huntly West School Board of Trustees
because of the risks to the operation of the school and the
educational performance of its students.

The following functions, powers and duties of the board are
to be vested in a limited statutory manager:

● All functions, powers and duties of the board as an
employer (whether statutory or otherwise);

● all functions, powers and duties of the board to manage
all communications with or contact with the media
(whether statutory or otherwise); and

● all functions, powers and duties of the board to manage
communications and relationships within the school and
between the school and its community (whether statutory
or otherwise).

The limited statutory manager must also advise the board on
strategic planning and self review.

This notice takes effect the day after the date of publication.

Foundation for Research, Science, and
Technology Act 1990

Direction to the Foundation for Research, Science
and Technology for the Low-Carbon Energy
Technologies Fund

Under section 8A of the Foundation for Research, Science,
and Technology Act 1990, I direct the Foundation for
Research, Science and Technology (“the foundation”) to
allocate funds in accordance with the Low-Carbon Energy
Technologies Fund (“the fund”) as specified in this notice.

Nature of the Fund

The fund will assist public and private organisations, which
have completed basic research and have demonstrated the
potential of a new technology at proof of concept stage, to
move through the pilot/demonstration plant stage.

The fund will not be used to support non-technology
activities such as business case development or resource
consent applications.

Fund Objectives

The fund’s objectives are to:

● support the New Zealand Government’s policy objectives
for climate change, energy and transport; and

● develop the results of existing research in second
generation domestic biofuels technologies, as a priority,
