• the Registrar has had regard to the financial reporting and audit requirements that must be complied with by ABN AMRO BANK NV in its home jurisdiction, under which it is not required to prepare stand-alone company financial statements;

• ABN AMRO BANK NV will still be required to file financial statements for its New Zealand business prepared in accordance with New Zealand generally accepted accounting practice as if the members of the group were companies formed and registered in New Zealand;

• the Registrar is satisfied that the financial statements and consolidated financial statements required to be prepared for ABN AMRO Holdings NV under the Netherlands’ financial reporting laws provide sufficient information to avoid any detriment to members of the public who have dealings with ABN AMRO BANK NV; and

• the exemptions address the particular difficulties experienced by ABN AMRO BANK NV in complying with the Act. The exemptions are not broader than what is reasonably necessary to address these difficulties and still require that group financial statements be filed in New Zealand.

Notice of Direction to Appoint a Limited Statutory Manager for the Board of Trustees of Te Kura o Nga Ruahine Rangi (589)

Pursuant to section 78M of the Education Act 1989, I direct the Secretary for Education to appoint a limited statutory manager for the board of trustees of Te Kura o Nga Ruahine Rangi because of the risks to the operation of the school.

The following functions, powers and duties of the board are to be vested in a limited statutory manager:

• All functions, powers and duties of the board as an employer (whether statutory or otherwise);

• all functions, powers and duties of the board (whether statutory or otherwise) to manage financial operations; and

• ensuring the development and implementation of the board’s action plan.

A limited statutory manager must also advise the board on the following:

• Board operation and management.

This notice takes effect the day after the date of publication.

I make the following notice under section 344 of the Education Act 1989.

Notice

1. Title and commencement—(1) This notice may be cited as the Education (National Student Numbers) Notice (No 2) 2008.

(2) This notice shall take effect on the day after the date of its publication in the New Zealand Gazette.

2. Use of national student numbers by Statistics New Zealand—(1) Statistics New Zealand is authorised to use national student numbers for the purposes specified in subclause 2 of this clause.

(2) Statistics New Zealand may use national student numbers only for one or more of the following purposes:

• Statistical purposes.
• Research purposes.

Cancellation of Licence for an Early Childhood Centre

Pursuant to Regulation 12(1)(d)(iii) of the Education (Early Childhood Centres) Regulations 1998, and acting under authority delegated by the Secretary for Education, I hereby cancel the licence dated 1 August 2006, which was granted under those Regulations to Ena Drinnan in respect of Abundant Life Childcare Centre (11004), situated at 11 North Road, Kaitaia.
