Pursuant to section 72I(3A) of the Civil Aviation Act 1990, I, Owen Olls, Airworthiness Specialist, acting under a delegation
from the Director of Civil Aviation, hereby issue the following airworthiness directives in respect of aircraft or aeronautical

These airworthiness directives shall come into force on 30 August 2007.
The following emergency airworthiness directives were issued with effective dates as follows:

Designation and Classification of Airspace
Pursuant to Civil Aviation Rule Part 71.9(d), the following amendments are designated with effect from 27 September 2007—
- The Eyrewell VFR transit lane (NZT 857) has been amended and replaced by a new Eyrewell VFR transit lane (NZT 858).
- New danger areas NZD 927 (Pukaki) and NZD 928 (Tekapo) are established to replace the disestablished danger areas NZD 921 and NZD 922.
Pursuant to Civil Aviation Rule Part 71.9(d), the following amendments are designated with effect from 22 November 2007—
- The Waikato area QNH zone (NZQ 279) has been disestablished and replaced by new King Country (NZQ 285) and Thermal (NZQ 289) area QNH Zones. The remaining area QNH zones have new alphanumeric codes in brackets as follows – Norfolk Island (YSQ 085), Rarotonga (NCQ 086), Samoa (NFQ 087), Northland (NZQ 185), Manawatu (NZQ 385), Hawkes Bay (NZQ 585), Cook Strait (NZQ 685), West Coast (NZQ 785), Fiordland (NZQ 786), Otago (NZQ 787), Clarence (NZQ 885), Ohau (NZQ 985), Canterbury (NZQ 986).
- A new general aviation area Lyttelton (NZG 853) is established.
Prescribed pursuant to Civil Aviation Rule Part 71 of the Civil Aviation Rules, under a delegated authority issued by the Director of Civil Aviation.

Notification of Proposal to Make Ordinary Rules
In accordance with section 34(1)(a) of the Civil Aviation Act 1990, the Minister of Transport hereby gives notice of intention to make the following ordinary Civil Aviation Rules:
Part 61—Pilot Licences and Ratings – The purpose of this rule-making proposal is to introduce new rule requirements for a new pilot licence type, the Recreational Pilot Licence (RPL). The new rules prescribe the eligibility requirements, privileges and limitations, currency requirements, and medical requirements, through amendments to Civil Aviation Rule (CAR) Part 61. (NPRM No. 07-08, CAA Docket 7/CAR/2 Part 61—Recreational Pilot Licence).
