Blair Bursaries and Scholarships
Advertisement of Application to Vary a Charitable Trust
Pursuant to Section 36 of the Charitable Trusts Act 1957
Pursuant to Part 3 and sections 32 and 33 of the Charitable Trusts Act 1957, an application has been made by Trustees Executors Limited for orders to approve a scheme varying the following charitable trusts created in the last will of John Blair, retired seeds man of Mornington:
The Blair Boys Scholarship
The Blair Girls Scholarship
Those orders sought are for the approval of a scheme providing for:
(a) the purpose of the above-mentioned trusts be varied to additionally allow benefit to children from single parent households who are in the opinion of the trustee socio-economically disadvantaged, and to change eligibility to first year high school pupils at the schools affected by the trusts;
(b) a variation of the mode of administration of the trust property, by modernising the criteria and terminology of the assessment of potential grants, specifically by removing references to "board of governors" and to replace the requirement for examinations with advice from the "board of trustees to the trustee";
(c) fixing the costs of the Attorney-General at $300.00.
The application for the orders to approve the scheme varying these charitable trusts is to be heard in the High Court at Dunedin on 10 August 2007 at 9.30am.
Any person wishing to oppose approval of the proposed scheme sought under the application by Trustees Executors Limited must give written notice of their intention to do so to the Registrar of the High Court at Dunedin, Trustees Executors Limited and the Attorney-General not less than seven clear days before the date of the proposed hearing.

Education Act 1989
The Education (Domestic Students) Notice 2007
Pursuant to section 2(1)(e) of the Education Act 1989, the Minister of Education, by and through the Senior Manager, National Operations, Ministry of Education, acting under delegated authority, gives the following notice.
Notice
- Title and commencement—(1) This notice may be cited as the Education (Domestic Students) Notice 2007.
(2) This notice shall come into force on the day after the date of its publication in the New Zealand Gazette.
- Persons to be treated as if they are not foreign students—Persons of the following class or description are persons who are required to be treated as if they are not foreign students:
(a) A person who is in the custody of the Chief Executive of the Ministry of Social Development pursuant to any of the following orders:
(i) An order, pursuant to sections 78, 101 or 238(1)(d) of the Children, Young Persons and their Families Act 1989, in favour of the Chief Executive of the Ministry of Social Development;
(ii) An order, pursuant to section 110 of the Children, Young Persons and their Families Act 1989, appointing the Chief Executive of the Ministry of Social Development as sole guardian;
(iii) An order, pursuant to section 33 of the Care of Children Act 2004, whereby a child or young person is placed under the Guardianship of the Family Court or the High Court and the Chief Executive of the Ministry of Social Development is appointed as agent of the court with power and discretion to place the child.
(b) A person who is the holder of an unexpired Limited Purpose Permit granted by Immigration New Zealand on the grounds that his or her parents are in New Zealand unlawfully and are taking measures to regularise their immigration status.
- Amendment to Education (Domestic Students) Notice 2001—Clause 2(c) of the Education (Domestic Students) Notice 2001, published in the New Zealand Gazette, 1 February 2001, No. 11, page 247, is amended by inserting after the phrase "Immigration Act 1987", the words "unless the unexpired work permit is issued under the 'Crew of Foreign Chartered Fishing Vessels' or the 'Recognised Seasonal Employer' Immigration New Zealand work policies".
