Hazardous Substances and New Organisms Act 1996

Notice of Approval of a Code of Practice

Pursuant to section 79(5) of the Hazardous Substances and New Organisms Act 1996 (“HSNO Act”), the Environmental Risk Management Authority advises that it approved on 2 April 2007, the Code of Practice for Retail Fireworks: Design, Performance, Testing, Storage, Transport, Sale and Use.

This code is intended to provide a means of compliance with the regulatory requirements of the Hazardous Substances (Fireworks) Regulations 2001.

The code was prepared to specifically address the design, performance and testing of retail fireworks.

It also provides guidance to importers of retail fireworks on the HSNO Act requirements for importation, storage, transport and sale of retail fireworks of classifications 1.3G (UN 0335), 1.4G (UN 0336) and 1.4S (UN 0337).

This code can be inspected at the Wellington office of ERMA New Zealand, Level 1, BP House, 20 Customhouse Quay, Wellington, or can be downloaded from the ERMA New Zealand website

Land Transport Act 1998

Land Transport Rules

In accordance with section 161(2) of the Land Transport Act 1998, Land Transport New Zealand, on behalf of the Minister of Transport, gives notice of the Minister’s intention to make a Rule concerning the safety performance of transport operators, and advises that draft Land Transport Rule: Operator Safety Rating (Rule 81002) is available for public comment.

This draft Rule specifies the key elements of the proposed Operator Rating System, which will provide the means for rating the safety performance of transport operators.

A copy of draft Land Transport Rule: Operator Safety Rating may be obtained by calling the Land Transport New Zealand Help Desk on Freephone 0800 699 000 or by visiting the Land Transport NZ website

The draft rule is also available for viewing at Land Transport NZ’s regional offices.

A copy has been made available to groups and individuals who have registered an interest in the Rule.
