Dumping and Countervailing Duties Act 1988
Initiation of Dumping Investigation: Certain Bound Stationery From Malaysia
Notice is hereby given that, pursuant to section 10(1) of the Dumping and Countervailing Duties Act 1988, acting under delegated authority from the Chief Executive of the Ministry of Economic Development and following receipt of an application, I have initiated an investigation to determine both the existence and effect of the alleged dumping of the goods described in the Schedule to this notice originating from Malaysia, being satisfied that sufficient evidence has been provided that:
(a) the goods imported, or intended to be imported, into New Zealand are being dumped; and
(b) by reason thereof, material injury is being caused, or threatened, to the New Zealand industry producing like goods,
and also being satisfied that the collective output of those New Zealand producers who have, in writing, expressed support for the application for an investigation constitutes:
(a) 25 percent or more of total New Zealand production of like goods produced for domestic consumption (assessed during the most recent representative period, being not less than six months); and
(b) more than 50 percent of the total production of like goods produced for domestic consumption (as so assessed) by those New Zealand producers who have, in writing, expressed support for or opposition to the application.

Description of Goods
Exercise books, note books, project books, sketch pads and pads of a type intended for the purpose of writing/printing/drawing, suited primarily for primary, post-primary schools and commercial sectors, having the following specifications:
- HEIGHT: Not less than 75 millimetres (mm) and not more than 450mm
- WIDTH: Not less than 75mm and not more than 450mm
- LEAF: Not less than 20 and not more than 300
- PAGES: Not less than 40 and not more than 600
- Includes perforated or hole punched pages
- Can be printed/unprinted
- All colours
- PAPER WEIGHT: Not less than 45 grams per square metre (gsm) and not more than 150gsm
- LINES: Ruled or un-ruled; print any colour
- COVER: Can be hard or soft covered
- Pads, sketch and other types, may/may not be covered
- Can be printed/unprinted
- BINDING: Stapled, sewn, glued or wire bound
The goods are currently classified under Tariff Item 4820.10.00 and Statistical Key 29L, Tariff Item 4820.20.00 and Statistical Key 00F and Tariff Item 4820.90.01 and Statistical Key 00H of the Tariff of New Zealand and the classification is provided for convenience and Customs purposes only, the written description being dispositive.
