Hazardous Substances and New Organisms Act 1996

Pursuant to section 96B of the Hazardous Substances and New Organisms Act 1996 (the Act),
the Environmental Risk Management Authority, on its own initiative, gives notice of the issue of
this Group Standard.

Denatured Ethanol Group Standard 2006

HSNO Approval Number

The HSNO Approval Number for this Group Standard is HSR002553.

Commencement

This Group Standard comes into force on 1 July 2006 and applies to substances under
section 96B(2)(a), (b) and (c) of the Act.

Scope of Group Standard

Substances covered by Group Standard

(1) This Group Standard applies to denatured ethanol products.

(2) A substance referred to in subclause (1) must be—

(a) a flammable liquid with a flashpoint of less than 23°C and an initial boiling point
of greater than 35°C (HSNO 3.1B classification); and

(b) an eye irritant (HSNO 6.4A classification).

(3) In addition to the hazards referred to in subclause (2), a substance may have any of the
following (but only the following) hazards:

(a) acute toxicity, HSNO 6.1E classification;

(b) skin irritancy, HSNO 6.3A or 6.3B classification;

(c) reproductive toxicity, HSNO 6.8A, 6.8B or 6.8C classification;

(d) target organ toxicity, HSNO 6.9A or 6.9B classification;

(e) ecotoxicity, HSNO 9.1B, 9.1C, 9.1D, 9.2B, 9.2C, 9.2D, 9.3B, 9.3C, 9.4B or 9.4C
classification.

(4) Subject to subclause (5), a substance that is available for sale in New Zealand must
only be denatured with one or more of the following:

(a) 0.5% by volume diethyl phthalate;

(b) 0.25% by volume of tertiary butyl alcohol;

(c) 1% by volume acetic acid;
